The Strategic Priority Funding process that exists at Minnesota State University, Mankato today has roots extending back to pre-2004 as an innovation fund.

As we approach the 50^th anniversary of CIESC, we heed Vandra Masemann’s call to “gather and reflect on our historical memory” and to strive to “build our identity and broaden our reach”. Data for this paper were gathered through a combination of interviews and document analysis. Interviews were conducted with 9 current and former OISE-CIDEC faculty and staff. Documents reviewed included: CIDEC newsletters, annual reports, director/co-director reports, CIE Journal and other academic journal article reviews, and book reviews. The purpose of this study was to explore the innovations that occurred as the AVID Elementary program was implemented in a technology-rich school environment and the ways in which those innovations were communicated and adopted across the school. Throughout the winter 2017 semester our interdisciplinary team utilized the design thinking process to redefine the purpose of the Grand Valley Holland Meijer Campus. As a process for collaborative and creative problem solving on complex challenges, Design Thinking requires empathizing with community stakeholders, iterative integration of insights, ideation, prototyping and testing. Through this process we have identified creative possibilities designed to support and enhance both Grand Valley State University’s Holland campus as well as the community of Holland. The purpose of the study was to examine, summarize, and categorize how leaders of select cities, counties, and school districts (kindergarten through 12^th grade) in Minnesota define, practice, and assess innovation.

The significance of the study was two-fold: 1) the findings may add to the body of research regarding innovation in local government, and 2) may contribute to the understanding of innovations by local government officials.
