Community colleges carry out dual missions providing occupational and collegiate preparation in local communities across the United States. These institutions prepare students for advanced study via transfer policies that lead to enrollment in baccalaureate institutions. State higher education systems use transfer and articulation policies to strengthen academic pathways between two-year and four-year institutions. These policies rely on established governance to facilitate student transfer between sectors. The transfer and articulation literature stresses the importance of statewide policy guidelines, yet little has been written about the process of transfer policy development involving state higher education governance and policy groups and actors.

What do community interpreting for the Deaf in western societies, conference interpreting for the European Parliament, and language brokering in international management have in common? Academic research and professional training have historically emphasized the linguistic and cognitive challenges of interpreting, neglecting or ignoring the social aspects that structure communication. All forms of interpreting are inherently social; they involve relationships among at least three people and two languages. The contexts explored here, American Sign Language/English interpreting and spoken language interpreting within the European Parliament, show that simultaneous interpreting involves attitudes, norms and values about intercultural communication that overemphasize information and discount …

This thesis explores the work of historians, history teachers, and NGO employees engaged in regional initiatives to mitigate the influence of enduring ethnocentric national histories in the Balkans. In conducting an ethnography of the development and dissemination of such initiatives, I queried how conflict and controversy are negotiated in developing alternative educational materials, how “multiperspectivity” is understood as a pedagogical approach and a tool of reconciliation, and how the interests of civil society intersect with those of the state and supranational actors. This study addresses language policy and language planning in the five Central Asian republics, former constituents of the Soviet Union. Language issues became crucial after the breakdown of the Soviet system, which completely changed the linguistic environment in the region. The study discusses two main issues related to the language planning in central Asia. The first section of the project describes the history of the region before 1917, when lifestyle patterns divided Central Asian residents into two groups, nomads (Kyrgyz, Kazak and Turkmen) and sedentary peoples (Tajik and Uzbek).

The dynamics of how the dual system of higher education in Jim Crow America emerged and operated is explored in this article in the context of the largest city in the 20th century U.S. South: Houston, Texas. The history herein moves from a pragmatic response to a deep need for postsecondary educational opportunity in the 1920s to a major expansion in the 1940s in the face of the lawsuit of Heman Sweatt to the 1960s after state-mandated segregation is officially ended.
