U.S. higher education tuition costs have risen at nearly double the rate of inflation over the past forty years. In 2012, student loan delinquency rose to 12% and surpassed credit card delinquency rates as the top category of consumer debt delinquency. Meanwhile, recently enacted federal policies advocate for increased higher education accessibility, affordability and attainability, but simultaneously promote educational institutions to increase spending with funds fueled by student debt. The growth of $136.8 billion in student loan delinquency has triggered decreasing participation in non-student debt markets by people with student loan debt. Restorative Justice is a practice that incorporates harmed parties and the greater community in resolving harm or conflict, the ultimate goal of restorative justice being to make things right. This practice has been used increasingly in student conduct processes on college campuses across the United States. This doctoral research paper serves to evaluate the restorative justice program housed at the University of Denver, which has been using this process since 2012. Amongst African nations, Ethiopia is a unique case in many respects. The country has the second largest population on the continent, is currently experiencing an economic boom, and is a relatively stable nation in the geopolitically volatile "Horn of Africa" region. In the past two decades, the higher education sector in Ethiopia has experienced rapid growth, as evidenced by an increase in both student enrollment and the number of universities.
