Higher education is usually seen as serving the public good, especially when funded directly by the state, and because of the ‘social benefit efficiency gains and potential equity effects on opportunity and reduced inequality’ (McMahon, 2009, p. 255). Calhoun (2006, p. 19) argues that public support for higher education is only given and maintained according to its capacity, capability, and willingness, to ‘educate citizens in general, to share knowledge, to distribute it as widely as possible in accord with publically articulated purposes’.

Bilinguals have options as to which language they can use. However, the options are not truly theirs but depend on multiple factors such as the country of residence, profession, business relations, and family circumstances. Smartphone usage by students has increased rapidly over the last number of years, and it is expected that the utilisation of mobile applications in educational environments will continue to increase. This paper firstly reviews how issues of accountability and transparency have become some of the key drivers of government policy over recent years. It finds that the drive for greater higher education accountability and transparency has encouraged the growth of an international evaluation industry. It secondly discusses issues related to different types of policy and evaluation instruments across Europe, as well as the importance of rankings. When global rankings first appeared in 2003, rankings in general were little known despite the fact that collecting statistical information on individual academic institutions had begun by the U.S. Bureau of Education in the late 19th century (Snyder, 1993). Education is instrumental in preparing students to participate in increasingly diverse Irish, European and global societies, with higher education having a part to play in the process.
