A variety of tax reform initiatives have impacted on the ability of New Jersey and some states in the United States to fund public higher education. Public Higher Education faces competition for limited state resources from a variety of state mandatory spending measures including health, criminal justice and elementary and secondary education. In addition, concern about the cost of higher education has resulted in demand for accountability in the use of public funds, which has lead to the need to establish relationship between funding and cost of providing higher education.

Institutions of higher education (IHE) have long been invested in the creation of centers for further study, application, evaluation, and research. Larwood and Gattiker (1999) argue that centers must be committed to making an impact on everyday public practice. Furthermore, these authors support that there are clear benefits to centers when there is a purpose that exceeds thinking and data collection and concentrates clearly on influencing practice for goal attainment.

When determining the effectiveness of an academic program it is important to assess the program internally through the institution and academic leadership. But, it is also important to assess the graduates that have benefited from the program. This study assessed a doctoral program at a regional university in a metropolitan area. The doctoral program was eliminated due to financial constraints. However, an alumni evaluation was not conducted on this program prior to it be eliminated. The purpose of this study was to conduct an alumni evaluation on this doctoral program to determine its effects with alumni.

Higher education is in the midst of a major transformation evidenced by several factors: greater demands from stakeholders; pressure to increase student enrollment, financial uncertainty, limited resources, and a responsibility to contribute to the community’s civic and economic development. Faculty and staff in higher education are challenged to deliver education in innovative ways. This innovation requires an expedient method of governance and necessitates careful examination of the organization’s structural, cultural, and decision-making processes. This report presents the potential impact of e-portfolios on learning and teaching. It is based on case studies of eight projects that are in the early stages of e-portfolio use within the primary, secondary, further education (FE), higher education (HE) and adult and community learning (ACL) sectors. The report is primarily aimed at policy-makers. Harnessing Technology: Transforming Learning and Children’s Services, the e-strategy published by the DfES in 2005, sets a target of providing a ‘personalised online learning space for every learner that can encompass a personal portfolio’; this should be available to every school by 2008 (DfES, 2005).
