The purpose of this research study was to uncover opportunities for reimagining the dual language program. Furthermore, it aims to provide valuable insights to district leaders contemplating initiating such programs. Through an examination of the program's inception and subsequent evolution, the research will offer a comprehensive understanding of its background and development. Integral to this exploration are district leaders' and campus administrators' perspectives and viewpoints directly involved in implementing the program. Multi-Tiered System of Supports (MTSS) is a model that can be implemented in school buildings with the support of school district leaders. However, the voices of district leaders involved in MTSS implementation are limited in the research. This study sought to investigate what district leaders perceived as impacting factors towards MTSS implementation and draw conclusions about impacting factors from their opinions. Principals are regularly expected to navigate and lead in contexts of complex change. While professional learning is often seen as a key lever for change, there is minimal research regarding principal professional learning in change contexts and even fewer studies making explicit connections between professional learning and change. This qualitative multi-case study of four principals actively engaged in a district designed and facilitated yearlong professional learning program explores the experiences of principals within the program and identifies critical connection points between professional learning and change. Bank Street College is committed to collaborative, systematic district reform that supports every layer of the school system so that districts are able to thoughtfully plan and implement large-scale instructional improvement initiatives to achieve maximum impact on student learning. The Bank Street Education Center “Education Center,” has developed a “Throughline” approach to district reform, designed to support districts across the system to foster conditions that enable schools to act as units of change and embed strong instructional practices through teacher leaders and teams.
