Rural areas in many parts of the U.S. experience population decline from outmigration. Geographic mobility has long been a contributing factor to the social and economic instability of rural communities; high-achieving and ambitious youth are inclined to leave rural areas to take advantage of the expansive economic opportunities and cultural and lifestyle amenities typically found in metropolitan locations. As schools across the country prepare for new standards under the Common Core, states are moving toward creating more aligned systems of assessment and accountability. This paper recommends an accountability approach that focuses on meaningful learning, enabled by professionally skilled and committed educators, and supported by adequate and appropriate resources, so that all students regardless of background are prepared for both college and career when they graduate from high school. The purpose of this phenomenological study was to examine the experiences of secondary social studies teachers who implemented Common Core State Standards for English Language Arts & Literacy in history/social studies, science and technical subjects in social studies courses requiring End of Course Tests at secondary schools in one suburban district in Georgia. Ten teachers of United States history and economics courses participated in this study. The author addresses the critical role school libraries play in student academic achievement. He also addresses the role school librarians could play in successfully implementing the Common Core State Standards (CCSS). Historically being left out of education reforms such as No Child Left Behind in 2001, school media specialists now have the opportunity to shine and show off their unique skill set in curriculum design, information literacy, and research. This study explored the implementation process of five teachers and two administrators of the Common Core State Standards in Reading. This ethnographic case study investigates one groups’ attitudes and instructional practices. The researcher focused on three questions in order to provide an in-depth analysis of the data collected. Head Start programs have championed the development of the whole child across all learning domains.
