Foreword and Overview The following report is a summary of the status of the projects and activities generated from Western Washington University's Office of lnstitutional Assessment and Testing (OIAT) during the last quarter of the 1991-1993 biennium. A summary of significant activities and outcomes that have occurred since 1989 precedes the plan. The report also contains a list of assessment activities projected to occur during the 1993-1995 biennium; a few of the projects have already been initiated. The following report is a final summary of Western Washington University's institutional assessment plan for the 1991-1993 biennium. The projects and activities listed on the separate sheets are completed or are very near completion. In addition, many of the office's activities and projects are on-going and continuous. A number of states, schools and school districts are engaged in efforts to develop and implement new forms of assessment. These efforts are known by several names. Performance assessment, the term used in this paper, refers to tasks that require students to construct responses or take actions to demonstrate specified knowledge or skills. Performance assessment tasks appear in a variety of formats ranging from open-ended questions to demonstrations of skills or comprehensive collections of bodies of work over time. Recent research in cognitive psychology has drawn attention to the important role that students' personal understandings and representations of subject matter play in the learning process. This chapter briefly reviews some of this research, and contrasts the kind of learning that results in an individual's changed conception or view of a phenomenon with the more passive, additive kind of learning assessed by most traditional achievement tests. Lexical Development In Bilingual Infants And Toddlers: Comparison To Monolingual Norms, Barbara Zurer Pearson, Sylvia C. Fernandez, D.Kimbrough Oller

This study compares lexical development in a sample of 25 simultaneous bilingual and 35 monolingual children for whom semilongitudinal data were collected between the ages of 8 and 30 months. A standardized parent report form, the MacArthur Communicative Development Inventory (1989), was used to assess the children's receptive and productive vocabulary in English and/or Spanish. A methodology was devised to assess the degree of overlap between the bilingual children's lexical knowledge in one language and their knowledge in the other. Complex, multidimensional abilities-such as problem solving and perspective taking-can make the connection between education, work, and citizenship, which, in turn, can rekindle public trust in higher education and stimulate college/ work/community collaboration. How abilities are defined and assesseddeterniines how useful they are to educators, employers, and the public. The authors demonstrate an assessment strategy that infers abilities from perf orniance and compares alumni abilities with professional, national, and f acuity expectations.
