The policy advocacy document is an alternative to the traditional doctoral dissertation. This approach arose from the educational administration preparation reform agenda which calls for more thoughtful approaches to educational policy development, a concern that educational leadership express itself in a moral context, and a desire to develop reflective practices in administration. In order to effectively transport universal social and emotional learning (SEL) programs into natural settings, it is important to understand implementation barriers that may hinder the likelihood of successful outcomes (Fixsen, Naoom, Blasé, Friedman, & Wallace, 2005). The current study is primarily based on the notion that within the planning phase of implementation, few technically adequate assessment measures targeting both organizational capacity (OC) and provider characteristics (PC) for SEL programming actually exist. The purpose of this study was to validate data collected between 2009-2013 via an instrument used to assess middle school girls’ identification with and interest in engineering and technology following the Society of Women Engineers’ WOW events. Methods for measuring quality in education have been developed in the past decades, with value-added estimates emerging as one of the most well-known methods. Value-added methods purport to indicate how much students learn over time as a result of their attendance at a particular school. Controversy has surrounded the algorithms used to generate value-added estimates as well as the uses of the estimates to make decisions about school and teacher quality. Current teaching standards and practices are dictated, at least in part, by state- and district-mandated standardized tests. Yet, despite being surrounded by data, teachers receive only basic trainings on how to use assessments. In reality, teachers use data and assessments daily--even minute by minute--through the assessment process, which uses multiple data sources to make informed decisions on student learning and teaching practices. A measure was needed to understand how the policies and expectations from schools, districts, and states compare with actual classroom practices.
