Under more and more fiscal scrutiny because of shrinking state and local budgets, workforce development programs are being asked to estimate their return on investment (ROI). This paper introduces basic concepts of ROI in workforce development programs. It distinguishes ROIs estimated for workforce programs from those that are estimated for financial investments or capital projects. The paper furthermore exposits the basic ingredients of an ROI study—identification of the treatment and time periods of analysis, identification of the net impacts of the program, and identification of net costs. Postsecondary Education As Triage: Returns To Academic And Technical Programs, Kevin Hollenbeck

This paper examines the labor market outcomes of individuals with various types of postsecondary educational experiences. In particular, it examines differences between students who have pursued technical education programs from those who have pursued academic programs and from those individuals who have not pursued any type of postsecondary education. Empirical evidence is presented concerning the relationship between economic outcomes and grades earned and the degree to which the labor market rewards credentials. Wage and earnings models yield different structural parameter estimates when based on the three different populations. The differences are most dramatic for high school background effects and for …

This study estimates the net impacts and private and social benefits and costs of 11 workforce development programs administered in Washington State. Six of the programs serve job-ready adults: Workforce Investment Act (WIA) Title I-B Adult programs, WIA Title I-B Dislocated Worker programs, Community and Technical College Job Preparatory Training, Community and Technical College Worker Retraining, Private Career Schools, and Apprenticeships. Focus group interviews were held with approximately 60 of the several hundred high school students who are participating in school-to-work transition programs offered through the Kalamazoo County (Michigan) Education for Employment (EFE) consortium, The 10 focus groups held involved 5-8 students each and were distributed across program types as follows: 3 school-based programs; 4 worksite-based classroom programs; 1 workforce entry; 1business/industry worksite trainIng; and 1 apprenticeship. "I Want To Do More And Change Things": Reframing Cte Toward Possibilities In Urban Education, Korina Jocson

This article addresses the discourse on career and technical education (CTE) from a multiperspectival approach to challenge the persisting academic-vocational divide. The author illustrates the paradoxical rhetoric in CTE, then shares a personal experience, and draws on ethnographic research to reveal a different understanding of enabling human capacity to support racially and culturally minoritized youth. In the end, the author suggests that a push beyond the language of investment and skills embedded in educational reform becomes all the more important in preparing youth for the future. Implications for practice, research, and policy toward possibilities in urban education are also discussed.
