An Analysis Of Workplace Violence Incidents In Virginia Community Colleges And The Major Employers, Betsy E. Summerfield

The media during the past ten years has given considerable attention to the workplace violence in factories, service organizations, and the public school systems throughout the United States. This study compared patterns of workplace violence in the 23 member institutions of the Virginia Community College System (VCCS) with the patterns of workplace violence in selected for-profit service and manufacturing employers in Virginia, to determine if workplace violence incidents occurring in the VCCS's member institutions reflect the workplace violence incidents experienced by business and industry within each member institution's service region. In this report, Ball and Darling-Hammond discuss the relationship between teacher knowledge and student performance; they summarize what the research suggest about what kinds of teacher education and professional development teachers need in order to learn how ot teach to high standards; and they describe what states are doing to provide these opportunities for teacher learning, and with what effects.

In a decision that threatens to slam closed the door on thousands of CUNY undergraduates, the University's Board of Trustees voted on May 26 to eliminate remedial courses at the system's eleven senior colleges. For people interested in CLAGS — which is not involved in remedial education and is based at the Graduate Center — the new policy may not seem momentous, relevant, or even objectionable. Nonetheless, it has far-reaching political, economic, and practical implications for CLAGS. Over the past decade or more, state policymakers have concentrated on putting the architecture of standards-based reform in place: setting challenging academic content standards and performance standards for all students; and instituting compatible tests, incentives, and accountability systems to reinforce these ambitious outcomes. Many states and districts have also restructured their governance systems to delegate more authority to local decision-makers.
But clearly defined learning goals and accountability systems do not by themselves yield continued improvement in student learning. Some states with high standards and related assessment and accountability programs in place are finding that their early gains in student achievement …

In this policy brief, we discuss implications of the use of school-level reform designs for state and local policymakers. Perceptions Of Competencies For Americorps Supervisors Within The Texas Agricultural Extension Service: An Exploratory Study, Ruben Javier Saldana

As a special project of the Texas Agricultural Extension Service, the AmeriCorps program requires special supervisional and management competencies on the part of supervising agents at the local level. This study tested 131 variables as indicators of high performance and surveyed all fourteen agent supervisors. Management areas were divided into structure, performance management, office management, and competencies. Exemplary supervisors were identified in a triangulation model that involved nominations by peers, immediate supervisors, and the AmeriCorps project director.
Findings were that the use of the plan of work and incorporation of project goals were highly related to high performance. Coaching behavior …

School Funding - Essential Programs and Services (EPS)
Do high performing schools use resources differently than low performing schools? What are the connections between K-12 school funding and academic performance? Today several states (e.g., Illinois, Minnesota, New Jersey, Ohio, Oregon, etc.) are exploring answers to these questions as they attempt to fund schools adequately and in more efficient ways. The research literature from early production function studies (e.g., Brown & Saks, 1975; Hanushak, 1979, 1989; Harnisch, 1987) provides some partial answers, but some of the most recent studies have unearthed some conflicting results (e.g., Baum, 1986; Hedges, Laine, & Greenwald, 1994; Monk, 1994; Wenglinsky, 1997). Governing Massachusetts Public Schools: Assessing The 1993 Massachusetts Education Reform Act, John Portz

The Massachusetts Education Reform Act of 1993 created a number of important changes in public education. In the area of local governance, the act was guided by a corporate model in which authority and responsibilities were reallocated among school committees, superintendents, principals, and newly created school councils. School committees in particular assumed a policymaking role, and superintendents became the chief executive officers of their school districts. This article, based on responses to a mail survey, is an early assessment of the act's governance changes. Superintendents are most satisfied with their role, especially their authority over principals and teachers. School committee …

Instructional Policy And Classroom Performance: The Mathematics Reform In California, David K. Cohen, Heather C. Hill

Educational reformers increasingly seek to manipulate policies regarding assessment, curriculum, and professional development in order to improve instruction. They assume that manipulating these elements of instructional policy will change teachers' practice, which will then improve student performance. We formalize these ideas into a rudimentary model of the relations among instructional policy, teaching, and learning. We propose that successful instructional policies are themselves instructional in nature: because teachers figure as a key connection between policy and practice, their opportunities to learn about and from policy are a crucial influence both on their practice, and, at least indirectly, on student achievement.
