An Analysis Of Workplace Violence Incidents In Virginia Community Colleges And The Major Employers, Betsy E. Summerfield Dec 1998

An Analysis Of Workplace Violence Incidents In Virginia Community Colleges And The Major Employers, Betsy E. Summerfield

Electronic Theses and Dissertations

The media during the past ten years has given considerable attention to the workplace violence in factories, service organizations, and the public school systems throughout the United States. This study compared patterns of workplace violence in the 23 member institutions of the Virginia Community College System (VCCS) with the patterns of workplace violence in selected for-profit service and manufacturing employers in Virginia, to determine if workplace violence incidents occurring in the VCCS's member institutions reflect the workplace violence incidents experienced by business and industry within each member institution's service region. Chi-square analysis showed a significant difference in non-violent ...

Creating School Finance Policies That Facilitate New Goals, Allan Odden Sep 1998

Creating School Finance Policies That Facilitate New Goals, Allan Odden

CPRE Policy Briefs

In this policy brief, Allan Odden argues that it may be time to redesign state and district school finance systems to align them more closely to the standards-based education reform movement and the national goal of teaching all students to rigorous performance standards.

Historically, a major focus of the school finance policy debate was the fiscal disparities across school districts within states. These disparities in per-pupil spending were inversely linked to tax efforts and strongly linked to the size of the local property tax base per pupil. Although the strength of the connection between spending and education quality was debated ...

Cuny Trustees Vote To End Remedial Classes, Alisa Solomon Jul 1998

Cuny Trustees Vote To End Remedial Classes, Alisa Solomon

Center for LGBTQ Studies (CLAGS)

In a decision that threatens to slam closed the door on thousands of CUNY undergraduates, the University's Board of Trustees voted on May 26 to eliminate remedial courses at the system's eleven senior colleges. For people interested in CLAGS — which is not involved in remedial education and is based at the Graduate Center — the new policy may not seem momentous, relevant, or even objectionable. Nonetheless, it has far-reaching political, economic, and practical implications for CLAGS. What's more, as hundreds of CUNY faculty, students, and community groups testified at public hearings over the last several months, it's ...

State Strategies For Building Capacity: Addressing The Needs Of Standards-Based Reform, Diane Massell Jul 1998

State Strategies For Building Capacity: Addressing The Needs Of Standards-Based Reform, Diane Massell

CPRE Policy Briefs

Over the past decade or more, state policymakers have concentrated on putting the architecture of standards-based reform in place: setting challenging academic content standards and performance standards for all students; and instituting compatible tests, incentives, and accountability systems to reinforce these ambitious outcomes. Many states and districts have also restructured their governance systems to delegate more authority to local decision-makers.

But clearly defined learning goals and accountability systems do not by themselves yield continued improvement in student learning. Some states with high standards and related assessment and accountability programs in place are finding that their early gains in student achievement ...

State And Districts And Comprehensive School Reform, Consortium For Policy Research In Education

CPRE Policy Briefs

In this policy brief, we discuss implications of the use of school-level reform designs for state and local policymakers. The more schools choose such reforms, the more is being learned about the importance of the state and local roles in facilitating appropriate matches between designs and schools and in supporting design-based improvement over time.

In the Fall of 1997, Congress authorized competitive grants to provide up to $50,000 per year per school for the use of comprehensive reform models. Beginning in July, 1998, Title I schools will be eligible for $120 million of the funds provided; non-Title I schools ...

Attempting Preventing Reinventing The Wheel: Establishing Chicano/A-Latino/A Studies At A Midwest Urban University, Joseph A. Valades, Theresa Barron-Mckeagney, Michael Carroll, Lourdes Gouveia, Lucy Garza

Social Work Faculty Proceedings & Presentations

“This session will focus on the personal observations of three faculty who sought to establish a minor in Chicano/a-Latino/a Studies . . . Follow our graphic accounts as we wrestle with the decision of actually embarking on such a quest amidst our thencurrent demands of doctoral coursework, research, teaching and tenure.” In the fall semester of 1995, Chicano/a Studies was formally recognized as a "minor" at the University of Nebraska at Omaha. Two years previously, three faculty members from the College of Public Affairs and Community Service at UNO diligently worked to gather student and faculty support and put the ...

Do Curriculum-Based External Exit Exams Enhance Student Achievement?, John Bishop

CPRE Research Reports

Two presidents, the National Governors Association and numerous blue ribbon panels have called for the development of state content standards for core subjects and examinations that assess the achievement of these standards. The Competitiveness Policy Council, for example, advocates that "external assessments be given to individual students at the secondary level and that the results should be a major but not exclusive factor qualifying for college and better jobs at better wages (1993, p. 30)." The American Federation of Teachers advocates a system in which:

Students are periodically tested on whether they' reaching the standards, and if they are re ...

Financial Characteristics Of High And Low Performing Schools In A Predominantly Rural State, David L. Silvernail Phd Apr 1998

Financial Characteristics Of High And Low Performing Schools In A Predominantly Rural State, David L. Silvernail Phd

School Funding - Essential Programs and Services (EPS)

Do high performing schools use resources differently than low performing schools? What are the connections between K-12 school funding and academic performance? Today several states (e.g., Illinois, Minnesota, New Jersey, Ohio, Oregon, etc.) are exploring answers to these questions as they attempt to fund schools adequately and in more efficient ways. The research literature from early production function studies (e.g., Brown & Saks, 1975; Hanushak, 1979, 1989; Harnisch, 1987) provides some partial answers, but some of the most recent studies have unearthed some conflicting results (e.g., Baum, 1986; Hedges, Laine, & Greenwald, 1994; Monk, 1994; Wenglinsky, 1997). In addition, few of the studies ...

Governing Massachusetts Public Schools: Assessing The 1993 Massachusetts Education Reform Act, John Portz Mar 1998

Governing Massachusetts Public Schools: Assessing The 1993 Massachusetts Education Reform Act, John Portz

New England Journal of Public Policy

The Massachusetts Education Reform Act of 1993 created a number of important changes in public education. In the area of local governance, the act was guided by a corporate model in which authority and responsibilities were reallocated among school committees, superintendents, principals, and newly created school councils. School committees in particular assumed a policymaking role, and superintendents became the chief executive officers of their school districts. This article, based on responses to a mail survey, is an early assessment of the act's governance changes. Superintendents are most satisfied with their role, especially their authority over principals and teachers. School ...

Instructional Policy And Classroom Performance: The Mathematics Reform In California, David K. Cohen, Heather C. Hill Feb 1998

Instructional Policy And Classroom Performance: The Mathematics Reform In California, David K. Cohen, Heather C. Hill

CPRE Research Reports

Educational reformers increasingly seek to manipulate policies regarding assessment, curriculum, and professional development in order to improve instruction. They assume that manipulating these elements of instructional policy will change teachers' practice, which will then improve student performance. We formalize these ideas into a rudimentary model of the relations among instructional policy, teaching, and learning. We propose that successful instructional policies are themselves instructional in nature: because teachers figure as a key connection between policy and practice, their opportunities to learn about and from policy are a crucial influence both on their practice, and, at least indirectly, on student achievement. Using ...
