The paper presents summary information on thirty Master’s theses on Guidance Counseling defended in the years 1970 to 1977 and published in the "Thesis Bank" of the National Counsel of Technological and Scientific Development (1976/1977) of the Brazilian Ministry of Education and the Bulletin of the Center for Documentation of the Getúlio Vargas Foundation (1977).

O modelo propõe um sistema que avalia o Despenho dos participantes dos cursos, a Implementação dos conteúdos e metodologias propostos ao longo dos cursos de treinamento, e o Impacto dos cursos sobre as escolas e a comunidade. São apresentados vários índices que indicam a efetividade destes três objetivos da avaliação, procedimentos gerais relativos à construção de instrumentos simples de coleta de dados, e a técnicas básicas de estatística para analisar os dados.
