A large suburban school system in the mid-Atlantic United States identified the Data Wise Improvement Process (DWIP) as a systemic strategy to achieve the district-wide goal of student achievement for college and career readiness. Elementary science teachers marginally participated in school-based instructional team meetings to analyze student data. The purpose of this qualitative case study was to understand teacher perceptions of working with colleagues in a collaborative learning environment focused on shared student data. Teachers’ instructional practices of integrating writing into their courses can improve students’ writing abilities and better prepare students for postsecondary education and career success. At ABC College and Career Academy (pseudonym), career, technical, and agricultural education (CTAE) teachers were required by the Common Core State Performance Standards to integrate writing into their courses, but 60% of teachers were not complying with that requirement. The 2004 Individuals with Disabilities Education Act mandated that students with disabilities be educated with their nondisabled peers in the least restrictive environment. In a large urban district elementary school in the U.S. southwest inclusion classrooms were created to address this mandate. The implementation of professional learning communities (PLCs) in schools has been shown to serve as a catalyst in transforming school culture and increasing the academic performance of students. Our school district mandated that PLCs were established at the research site, an urban Louisiana school, for the primary purpose of closing the achievement gap. Yet, recent data from the local district indicate that these PLCs have not resulted in capacity building for sustainable improvement. This study was designed to address teachers' difficulties implementing Response-to-Intervention (RtI) program strategies at a low-performing school in south Texas in response to students failing to meet statewide assessment standards in reading. This exploratory case study investigated the perceptions of Grades 3 and 4 teachers to assist in understanding a pathway to increase higher fidelity of RtI implementation and improve student academic performance. Students with cognitive impairments are mandated to participate in standards-based alternate assessments.
