AbstractLearner-centered instructional strategies in social studies are currently ineffective in meeting the learning needs of the ELL population in an urban school in the northeastern United States. Despite English language learner (ELL) supplemental instruction on Saturdays and evenings and professional development for teachers, strategies being used to deliver curriculum have had a marginal effect on learning for ELL students, and the local school board supported the importance of exploring this problem. There is a significant achievement gap between limited English proficient (LEP) learners and English proficient (EP) learners. This problem is important because the U.S. education system’s inability to serve LEP students effectively results in significantly lower achievement on state exams and reduced career opportunities in later life. Researchers in schools have had differing interpretations of effective implementation of response to intervention (RTI) models that have resulted in educators' confusion and misperceptions of the programs, especially with elementary English language learner (ELL) students. A trending national concern is the increasing number of English language learners (ELL) who are being reclassified as long-term English language learners (LTELL) instead of progressing to the general education classroom. This trend is a local problem for the study elementary schools. Guided by sociocultural learning theory that outlined ESL best instructional practices, the purpose of this case study was to examine the instructional practices of elementary ESL teachers.
