Immigrants, English learners (ELs), and culturally and linguistically diverse (CLD)students often lag behind their White, monolingual peers in academic achievement and English language proficiency. While there are policy solutions to improve academic and linguistic opportunities and outcomes for immigrant/EL/CLD students, such as implementing bilingual instructional models and increasing teacher diversity, these pro-immigrant policies can be hard to come by in some legislative contexts due to unfavorable economic, social, or political determinants. Education policy debates over the last twenty years have focused on the need to increase students’ test scores. The federal government and states have implemented and expanded a variety of test-based, school accountability policies. Accountability pressures have incentivized schools to narrow their curriculum, decrease time allocated to extracurricular activities, and focus on short-term student outcomes. This dissertation focuses on expanding outcomes in educational program evaluations and demonstrates the value of looking beyond the goal of increasing student test scores. Vital to the discussion around special education is the topic of identification and de-identification as having a disability that impacts one’s education. Variation in special education enrollment across geographic locations, racial groups, and schooling sectors causes researchers to question the process and incentives involved in identification and de-identification. The studies that comprise this dissertation aim to analyze the effects that educational policies have on special education identification and subsequent enrollment. Specifically, the studies cover the special education finance, school accountability, and school choice policies.

Historically, P-12 schools and institutions of higher education have operated independently of each other, creating a gap that acts as a barrier between high school and postsecondary institutions. This gap is blamed for many societal issues including high college remediation rates, low college-going rates among minority groups, and low six-year college graduation rates. P-20 partnerships, agreements between P-12 schools and institutions of higher education with the purpose of improving the P-20 education system, have emerged as a way to address these problems.

This dissertation explores the success of for-profit colleges and universities (FPCUs) as a socio-cultural phenomenon that hinges on distinct public discursive strains and neoliberal rhetorics. This project examines the role of language in creating and sustaining particular discourses of higher education and how those discourses are reinforced and reflected in channels of discourse like documentary films and advertisements.

Public higher education has experienced a decline in state funding in real dollars. This has created financial challenges for many students and their families, as well as institutions.
Tax revenue has decreased as a result of the economic recession, causing state leaders to reprioritize their fiscal responsibilities. Higher education has been viewed as a discretionary expense in competition with other state programs, so funding can, and often, does vary. Colleges and universities use alternative financial resources, most notably private fundraising, to meet their goals. Educational Effects Of State Actions Banning Access To In-State Resident Tuition Rates For Unauthorized Immigrant Students, Luis Alexander Villarraga Orjuela

This research studies the effects of state laws banning access to in-state resident tuition (ISRT) rates and other educational benefits for unauthorized immigrant students (UIS) in five states: Arizona, Colorado, Georgia, Indiana, and Ohio. It measures the overall effect of policies denying ISRT that were implemented between 2005-2012 in the United States.
Three potential effects are evaluated. First, the study estimates the policy effects on the college enrollment of UIS. Because the policy does not deny access to higher education institutions, the possibility exists for this population to attend public or private colleges. Teacher quality has a significant impact on both student learning gains and later life outcomes. With this is mind, policymakers implement reforms to attract and retain more effective educators. A major obstacle for designing these policies is that the ingredients for training, as well as initially identifying, effective teachers remain largely a mystery. However, there are strong theoretical arguments for certain education policy reforms producing improvements in the quality of the teacher workforce. One increasingly popular example is performance-based pay. Performance pay has the potential to better align teachers' incentives to produce increases in student achievement.
