The purpose of this study was to evaluate specific changes made to the federal need analysis formula between aid years 1992 and 1993. The subjects examined were 1992 dependent student, firm family financial aid applicants at Iowa State University. A random sample of 200 records was drawn from a farm population of 2225 students;Aid applicant data were drawn from the institutions student aid system. These files were then reprocessed using federally approved need analysis calculators. Various computations, with and without assets, were performed using both 1992 and 1993 need analysis. This research study examined the relationship between demographic, achievement, and socioeconomic factors and differences in proportions of students served in special education in school districts and intermediate education agencies (AEAs) in Iowa. Vast differences were found in the proportions of students being served in special education programs, ranging from 3% to 17% of school district populations. The Myers-Briggs Type Indicator was used to determine the psychological types of 545 institutional advancement officers (alumni administrators, educational fund raisers, public information officers, and senior advancement professionals) who were registered for one district conference of the Council for Advancement and Support of Education (CASE) in 1988, 1989, or 1990. There were 295 respondents from the Northeast (Districts I/II), 155 from the Midwest (District VI), and 95 from the Northwest (District VIII);ENTJ (18.90%) was the most frequent type in the total sample. The primary purpose of this study was to develop a turnkey model of a more comprehensive and accurate merit pay plan based on the total systems approach to teacher evaluation. This study reviewed the current incentive pay literature and validated the need, potential format, variables, and procedures for the development and implementation of the plan's algorithms.
