Instructional practices of elementary content teachers of English language learners (ELLs) and their alignment with improved ELL academic performance need to be explored. The purpose of this case study was to explore the instructional practices of elementary teachers of ELLs and how those practices are perceived by the teachers to be aligned with improved ELL academic performance. The study is grounded in Ladson-Billings’ theory of culturally relevant pedagogy which holds that student academic achievement and cultural identity should be affirmed. This dissertation investigates the impact of teacher team collaboration and planning around culturally and linguistically responsive instruction for emergent bilingual students in a secondary school setting supported by a targeted intervention system. To provide a context for the importance of this study, the dissertation begins by 1) including observations of both academic teacher team and guidance collaboration to understand the strategies used to plan instruction and guidance interventions for students drawing on existing research around professional learning communities and guidance structures; and 2) use of an existing observation protocol and frameworks to identify key practices and characteristics of culturally and …
