Assessing The Efficacy Of A Modified Therapeutic Community On The Reduction Of Institutional Write-Ups In A Medium Security Prison, Lee Maglinger
Assessing The Efficacy Of A Modified Therapeutic Community On The Reduction Of Institutional Write-Ups In A Medium Security Prison, Lee Maglinger
Dissertations
This study explored the impact a modified Therapeutic Community (TC) had on reducing institutional disorder as documented by institutional write-ups. Substance abuse treatment programs are typically evaluated in terms of their ability to prevent relapse and reduce recidivism. The current study examined the efficacy of a modified TC in relation to these parameters but also explored its overall impact on prison safety and security for both the inmates and staff of a medium security prison located in Kentucky. Specifically, the number of institutional write-ups exhibited by clients participating in a modified Therapeutic Community was compared with the number of write-ups …

Policy Briefs
No Child Left Behind, or the Elementary and Secondary Education Act, is long overdue for reauthorization. Speculation concerning when and how this controversial act would be reauthorized has occurred throughout the Obama administration. In a somewhat surprising move last week, President Obama unilaterally created rules for NCLB waivers. This policy brief provides a brief background, followed by a discussion on the new NCLB flexibility and how these changes could affect schools in Arkansas.

Community Capacity Building: Supporting Military Children And Families Environmental Scan Of Extension Professional Development Opportunities For Early Childhood And School-Age Providers: Final Report, Jennifer K. Gerdes, D. Felix, Amanda Prokasky, Tonia Durden, Kathleen Lodl
Nebraska Center for Research on Children, Youth, Families, and Schools: Faculty Publications
The purpose of this environmental scan was to discover what professional development is offered through the Cooperative Extension System to early childhood or school age providers across the nation. A secondary focus was to assess the availability of professional development opportunities offered through the Cooperative Extension System for providers who serve children (birth–12) from military families, both on and off installation. Through this process, the strengths of Extension were highlighted and existing resources that could be replicated for use in other states were identified.

La Derecha Contemporánea En Chile: Su Rol En El Movimiento Estudiantil, Alexandra Jane Bellows
Independent Study Project (ISP) Collection
This investigation studies the political right in Chile and how they see their role within the student movement of 2011. One of the most relevant topics in current Chilean politics, the student movement has organized, over the course of the past nine months, a series of strikes, protests and demonstrations, rallying at certain times over 100,000 people. The students are demanding change to the structure of the higher education system, a system established during the 1980’s under the military dictatorship of Augusto Pinochet and largely influenced by the neoliberal model of Milton Freidman and the “Chicago boys.” This movement has …

Playing The Blame Game: English Education In Omani Government Schools, Valentine Sergon
Playing The Blame Game: English Education In Omani Government Schools, Valentine Sergon
Independent Study Project (ISP) Collection
Given that the Omani government has undertaken in recent decades a massive education reform to improve, among other things, the English level of Omani students, it is now time to evaluate how the system is faring, where it is failing and why. Under the new Education system enacted in 1998, Omani students begin learning English from grade one with the aim that, by grade twelve, students know enough English to be able to study at a university level in English. Unfortunately, a vast majority of students who enter university in Oman are forced to enroll in one to three semesters …

Who Benefits From Early Childcare Subsidy Design In Ireland?, Bernie O'Donoghue Hynes, Noirin Hayes

The design of policy tools reveals underlying biases that are not easily identified in policy documents. A review of two early childhood education and care subsidies in Ireland aimed at different target populations exposes differential treatment of children, parents and service providers. It also demonstrates how in a split system ‘early education’ is prioritised over ‘childcare’. The designs serve to reinforce stereotypes that enable the powerful and advantaged to accrue benefits while those perceived to be less deserving are burdened through the maldistribution of resources.

¡Edúcame! Violencia, Autoridad E Identidad En El Movimiento Studiantil Actual, Aila Ferguson
Independent Study Project (ISP) Collection
Controversy has surrounded the current student movement since it began six months ago. One of the main causes for concern is the violence that seems to be a constant at every protest and demonstration. There are various contradicting opinions on the subject of violence and what is appropriate behavior for the student protesters and for the carabineros, or police officers, who are ordered to “maintain control” of the marches. Through interviews with various participants and political actors this research aims to contribute to a better understanding of government violence as a form of social control and to the understanding of …

Raising The Kindergarten Entry Age, Misty Newcomb, Gary W. Ritter
Policy Briefs
In recent years, the standards in Arkansas for entry into kindergarten underwent changes that can be difficult to understand. Across the nation, states have increased the minimum age of entry into public schools, and Arkansas is no exception. Recently, a policymaker in our state asked the OEP to look into the research surrounding the question of raising the kindergarten entry age. This policy brief discusses the new requirements as well as the impact of these requirements on families and children in the short and long term by looking at recent changes in Arkansas law and studies concerning the effect of …

Integrated employment is a critical goal because it leads to greater economic self-sufficiency, social inclusion, and personal satisfaction. Unfortunately, high schools do not always include integrated employment as a primary goal in the transition plans of students with intellectual or developmental disabilities. Moreover, in some cases sheltered employment is listed as the primary goal.

When Districts Are Taken Over By The State, Nathan C. Jensen, Gary W. Ritter
When Districts Are Taken Over By The State, Nathan C. Jensen, Gary W. Ritter
Policy Briefs
Two types of state takeovers have been in the news this summer. The news extensively covered the state takeover of Helena-West Helena School District and Pulaski County Special School District due to fiscal issues. At their August meeting, State Board of Education members discussed amending the Academic Distress Rules in a manner that would more easily enable state takeovers on the basis of academic distress. This policy brief discusses the various classifications that might lead to a state takeover and the subsequent implications of such classifications. According to Arkansas law, namely The Omnibus Quality of Education Act of 2003, schools …

The Difficulties And Opportunities Chinese Transfer Students Encounter In An American University: A Learning Perspective, Hui Chen
Department of Agricultural Leadership, Education and Communication: Dissertations, Theses, and Student Scholarship
The purpose of this study was to investigate the difficulties and opportunities that Chinese transfer students encounter in learning in one American university. The researcher also explored the strategies that transfer students used to deal with the difficulties and opportunities.
The study employed qualitative survey and interview methods. Ninety-seven students who transferred from Zhejiang University City College and Xi’an Jiaotong University City College to the University of Nebraska-Lincoln were invited to participate. These students came to the University of Nebraska-Lincoln through the Partner Degree Program (PDP). Forty-one individuals completed the online survey and two students participated in interviews. The participants …

A Phenomenological Study Of Millennial Generation Cooperative Extension Educators' Development Of Core Competencies, David L. Varner
Department of Agricultural Leadership, Education and Communication: Dissertations, Theses, and Student Scholarship
The purpose of this qualitative research study was to describe the experiences that contribute to the development of core competencies among Millennial Generation, county-based Extension educators in the University of Nebraska-Lincoln Extension Division. Fourteen educators were randomly purposefully selected to participate in the study. Participants were born in 1977 or later as determined by Tapscott (2009). Educators’ tenure in Cooperative Extension ranged from two months to seven years. Three themes and associated sub-themes emerged from semi-structured interviews: (a) Blindfolded and Scared—educators were confused, overwhelmed and in need of support; (b) Developing the Big Skills: A Daunting Task—focused on discovering competencies …

2011 Arkansas Benchmark Test Results: District By District Scores, Nathan C. Jensen, Gary W. Ritter
Policy Briefs
One day after the Arkansas Department of Education (ADE) released the results from the spring 2011 Arkansas Benchmark exams, the OEP received a call from a local constituent asking how districts in Northwest Arkansas compared to the rest of the state. Surprisingly, this type of question - often asked by educators, policymakers, researchers, parents, and concerned citizens - is not that easy to answer by simply glancing at the ADE-provided data. 1 Therefore, we put together a little policy brief to make the data more clearly understood.

There is considerable interest in the provision of, and access to, tertiary education within Victoria by the State Government. In 2010, a Tertiary Education Plan was released by the Government, detailing various targets and policy objectives in this sector. Despite a change of Government, the broad objectives in the plan continue to be pursued. As such, a number of more specific plans, based on geographic locations within Victoria, are being constructed. One such plan is being constructed for Gippsland. An Expert Panel has been formed to create the plan for Gippsland, chaired by Professor Kwong Lee Dow. This document provides …

Building A World-Class System In Ireland’S Financial Crisis, Ellen Hazelkorn
Building A World-Class System In Ireland’S Financial Crisis, Ellen Hazelkorn
Articles
Irish higher education faces particular difficulties given the severity of its economic crisis. Like other countries, it is engaged in significant system restructuring coupled with managed policy direction. Where Ireland does differ is in its emphasis on a 'whole of country strategy' and commitment that teaching and research go hand-in-hand. This paper looks at the fortunes and mis-fortunes of Irish higher education.
