ICT literacy is about using computer technology to access, manage, evaluate and create information, and communicate it appropriately. The last few years have seen dramatic changes in computer technology and how it is used, particularly by young people. In PISA 2009, the assessment of digital reading literacy was offered as an international option for the first time. The digital reading literacy assessment assessed 15-year-old students’ ability to read, understand and apply digital texts. Australia and eighteen other countries or economies participated in this assessment. This report presents the results of the PISA digital reading literacy assessment for Australia. It presents the results for Australia as a whole, and where relevant makes comparisons to the other participants in the study. This report is concerned with procedures, processes and technical aspects of the National Assessment Program - ICT Literacy 2011 Literacy (NAP - ICTL 2011) and should be read in conjunction with the Public Report from Literacy NAP - ICTL 2011 which focuses on results and interpretation of results from that assessment. The first cycle of the NAP - ICTL was held in 2005 and provided the baseline against which future performance would be compared. The second cycle of the program was conducted in 2008 and was the first cycle where trends in performance were able to be examined.

This research took place in 2007-8, at a time when mobile phones had become small, personal computers, providing clock, calendar, games, music player, Bluetooth connection, Internet access, and high-quality camera functions in addition to voice calls and short messaging. The Mobile Life Youth Report (2006) found that by the time they reach secondary school, 91% of 12 year olds in the UK have a mobile phone. Even though recent phone models, sometimes called ‘smart phones’, allow users to read pdf formats, spreadsheets and word-processed files, they have been more usually seen as disruptive, rather than useful, in school education.

The Boys’ Education Lighthouse Project (BELS) has enabled clusters of schools throughout Australia to identify, intervene, research, and report on initiatives to improve boys’ learning outcomes. In this paper we apply a community of practice model to analyse the BELS Project and consider knowledge building through student and teacher learning as the practice of the community in question. Clusters have focused on initiating new literacy programs, modifying teaching practice, introducing male role models or using ICT to improve learning outcomes.
