The purpose of a Learning & Talent Development (LTD) function in organizations is to develop workforce capabilities to execute strategic priorities. A strategically aligned LTD function is perceived as a business partner and as an asset to the business.

The study design followed a psychometrically validated scale development process with the goal of confirming a valid and reliable measure of strategic alignment in LTD functions. Three studies were performed to (1) generate and test the initial pool of items, (2) explore the factor structure, and (3) confirm the factor structure. Background: In performance improvement, intervention selection is a complex decision that ought to be based on the best available evidence. Despite this, there is little research into what sources of evidence are used in intervention selection and what changes in belief occur during performance improvement professionals' decisions. Framed in decision theory, this study aims to resolve these problems. This dissertation empirically examines the Guerra-Lopez (2007a) Impact Evaluation Process (IEP), which is a prescriptive program evaluation model. Since there is no generally accepted process for arriving at final judgments about the usefulness, appropriateness, effectiveness, reliability, and validity of evaluation models, this study used a combination of approaches to begin to build a body of evidence about the effectiveness of the IEP. Primarily, the study used Stufflebeam's (2011) recently revised Program Evaluations Metaevaluation Checklist to examine the model. A comprehensive needs assessment method was used in this empirical and evidence base research. The design, development and implementation of this study focused on answering two overarching questions: (1) What finance knowledge do HPT practitioners possess? and (2) How do HPT practitioners use their finance knowledge and skills in their work? An online survey was administered to obtain answers directly from practicing HPT professionals. Sixty seven HPT practitioners participated in the online survey. Organizations and other sponsors of training face increasing pressure to demonstrate the value or impact of their training programs on individual and organizational performance. A critical element in the validation of training effectiveness is the permanent transfer of learned knowledge, skills, and behaviors to the workplace. The generalization of learned material to the job and maintenance of trained skills, are greatly influenced by training design, trainee characteristics, and work environmental factors.
