Collateral Damage: How Expanding Public Charge Policy Influences Adult Esl Enrollment, Allison M. Eckert

This study used statistical analysis of enrollment records for ESL programs at community colleges throughout California from 2015-2019 to determine whether adult immigrants’ participation in public ESL programs was reduced under President Donald Trump. Immigrant families’ lesser use of public education services and means-tested federal benefits has been widely documented in the wake of Trump’s expansion of the public charge rule, which counted immigrants’ use of a wider array of public benefits against their case for residency in the United States than had any previous iteration of the rule. The year 2020 spotlighted problematic media coverage of the global coronavirus pandemic. Conflicting narratives of the origin of the “China virus” (Campbell & Park, 2020), the silenced journalistic freedoms (Davidson, 2020), and the impact on communities of color (Williams, 2021) created mass confusion during the global pandemic. Since its inception, the field of migrant education has been characterized by a tension between honoring the subjectivity of migrant families and positioning them as victims. The academic analysis surrounding the shapeshifter, or shapeshifter mythologies has, so far, been related to modern issues of violence, militarization, feminism, gender studies, or studies simply focusing on the compilation of shapeshifter myths themselves. Much emphasis is being placed on the teaching of reading today, and yet students are still needing remedial help. The author's interest in the vocabulary comparability of basal reading textbooks began when trying to place a remedial student into a corresponding level in another basal series—there was no way to know if the vocabulary levels corresponded.
