In the United States, education policies differ from state to state. Local research, therefore, is important to inform educators, policymakers, and researchers on the ground. This dissertation leverages ten years of administrative data to study three questions about gifted and talented (G/T) identification and education in Arkansas: does the current system identify the right students? Are gifted and talented programs beneficial for students? And, how can we improve diversity in gifted and talented education? This study examined Carroll’s Model of School Learning (MSL) on adult basic education (ABE). The study's central question was, “Does Carroll's MSL account for additional variance in TABE 11 or 12 scores beyond instructional time after controlling for age?” A non-experimental cross-sectional design was employed to explore the fiscal year 2019–2020 dataset (n=99) from Arkansas ABE centers to show how instructional time and MSL account for variation in adults’ post-test reading scores. Hierarchical linear regression analyses were run to predict the correlation between MSL and the Test of Adult Basic Education (TABE) Reading score. The results show that MSL is …

“In the Line of Duty” is a documentary film about Jeff Davis Duty, a man from a small town in Arkansas, who lost his sight at the age of five. He is the oldest Seeing Eye dog user in the world. At the age of 22, he was awarded a Fulbright Scholarship at the London School of Economics in England, as the first Fulbright Scholar with disability. Postsecondary education has become a popular option for students, as evidenced by increases in enrollment over the last two decades. However, while enrollment has increased, completion has not. It is therefore important to investigate the factors that could lead to students’ enrollment, persistence, and completion of college. This dissertation examines two broad topics over three chapters. However, these opportunities often challenge community college faculty members due to smaller budgets and resources, which leads to differentiation in curriculum delivery, underprepared students, increasing workloads, and increasing stakeholder expectations. The purpose of this study was to investigate differences in Arkansas teachers’ and building-level administrators’ perceptions regarding the purpose of the Arkansas TESS teacher evaluation system, whether TESS authentically assesses teacher effectiveness, how teacher evaluation data are used, and how the TESS process supports learner-centered professional development. Additionally, the relationship of teacher and administrator demographics on their perceptions of TESS was explored. The US has a critical need to produce more STEM graduates and that need is exponentially more critical in Arkansas. Arkansas currently ranks last in the percent of STEM degrees conferred compared to overall degrees awarded. Students intending to pursue a STEM four-year college degree who start at a two-year college are significantly less likely to succeed in earning that degree. Arkansas passed Acts 672 and 182 aimed at strengthening the success of students who transfer from two-year colleges into four-year institutions. At a statewide level in Arkansas, the Arkansas Career Readiness Certificate (ACRC) is marketed as a means for assessing and exhibiting individual worker skill levels and as an additional aggregate credential to be presented alongside high school and college degree attainment levels. Employers from multiple sectors use the ACRC as a pre-hire screening tool and to determine incumbent worker eligibility for advancement.

A study was conducted to investigate the perceived relevance of using a teacher evaluation rubric with performance indicators specific to special education services in place of the standard rubric for teachers used in the State of Arkansas Teacher Excellence Support System (TESS). Through a multi-method approach, the perceptions of special education teachers and administrators regarding implementation of the current model, the significance of perceived differences in pedagogical factors, and potential barriers to effective implementation were identified. This study sought to examine how the digital technology that surrounds young children may be related to prototypic vocabulary development and Social interactions during play. Twenty-six families in the Northwest Arkansas region with children between 15-36 months of age participated in the study. Thirteen children attended a campus preschool, six children attended a grant-funded local preschool, and seven children, all from the Northwest Arkansas area, were part of an earlier home-based study. Two different publicly funded preschool programs exist within Arkansas: Head Start and the Arkansas Better Chance (ABC) program. Though philosophically similar, the different programs have dramatically different income eligibility guidelines resulting in classrooms with differing levels of economic diversity. Independent samples t-tests were conducted on initial, final, and growth scores in Personal and Social Development and in the area of Language and Literacy Development. The program with higher income guidelines had higher initial and final scores, but mixed growth scores. Multiple regression analyses indicated that starting score was the single greatest predictor of growth and of final scores. Growth was …

Razor C.O.A.C.H. (Creating Opportunities for Arkansan’s Career Hopes) is a college and career coaching program for at-risk students in 15 Northwest Arkansas high schools. To perform a random assignment evaluation, at-risk students were targeted to apply to the program, and applicant students were randomly assigned to the program. Academic coaches from the University of Arkansas College of Education and Health Professions utilized a needs-based intervention focusing on pro-academic behaviors, college or technical school preparation, and post-secondary and career exploration. KIPP Delta College Preparatory School (KIPP: DCPS), an open-enrollment charter school, opened in 2002 in Helena, Arkansas. Since its opening, KIPP: DCPS students have consistently outperformed their peers in the Helena/West Helena School district, and moreover, recent test scores suggest that white students and minority students are achieving at the same rate, essentially eliminating the achievement gap that persists between whites and minorities elsewhere in the state. The purpose of the study was to find out the prevalence of physical educators assigning homework to their classes (17.4%) and to identify factors that are related to whether physical educators assign homework. The questionnaire was completed by 144 employed physical educators from the state of Arkansas.

Logistic regression, an independent samples t test, and a chi-square test were used to analyze if specific predictors, school demographics, and the personal beliefs of physical educators affected using homework in physical education. No statistical significance was found in the demographics or predictors, but nine of the beliefs selected indicated that a physical …

Starting in the 2010-11, administrators at the Fountain Lake School District implemented the Cobra Pride Incentive Program (CPIP), a merit pay program designed to financially reward all school employees with year-end bonuses primarily for significant improvements in student achievement. At the conclusion of the 2010-11 school year, over $800,000 in bonuses were distributed to school personnel. Because of the substantial investment in this program, it was important to determine how the CPIP impacted the school counselors, teachers, and students of Fountain Lake, to see if any of the potential benefits of a merit pay program were realized.

Improving principal quality in Arkansas may be a partial solution to the public policy problem of low performing public schools. Just as policymakers in other states are beginning to explore incentive-based compensation policies to improve principal quality, education policymakers in Arkansas should look to these policies as a way to align goals and minimize agency costs. Setting incentives tied to transparent, publicly available performance measures can resolve monitoring difficulties inherent in principal-agent relationships and can improve goal congruence by signaling clearly about policy priorities.
