Growing concerns about school-based mental health (SBMH) in Canada have led to questions concerning how policymakers and educators can develop mental health competencies. Coincidental to this movement has been the emergence of a discourse of community and citizenship, emphasizing active, bottom-up decision-making and self-governance. However, in the rural context, in particular, the ability to engage as a community of citizens is too often thwarted by policies that privilege economic interests over the wellness of those affected—as in the case of school closures, which is our focus here. The purpose of this Organizational Improvement Plan (OIP) is to increase the number of Mennonite students who register in a school division located in western Canada by creating a social justice perspective for Mennonite students amongst divisional staff.

By accepting the challenge of this OIP the school division will seek to better understand the cultural and religious needs of the various Mennonite groups living within the division’s catchment area. This research study investigates the experiences of classroom teachers who have transitioned into leadership roles as vice-principals in a rural school board in South-western Ontario. It looks specifically at personal and organizational factors that influenced their transition to a leadership position, as well as the paths that took them from the classroom to the vice-principal’s office. This study examines these transitions in both elementary and secondary schools specifically it explores how the teachers decided to make the transition into an administrative role, the challenges they face, and the duties within their new role.
