The purpose of this study was to examine the relationship between intra-district per-pupil expenditures in five middle schools in within the same school division using an equity audit. Broadly, the distribution of resources was examined. Specifically, how intra-district per-pupil expenditures influenced horizontal and vertical equity measures was explored. The questions central to this study were: (a) Does variation exist among schools? (b) What is the per-pupil expenditure by school? (c) When examining per-pupil expenditures, what differences exist? International student enrollment (ISE) has become a hallmark of world-class higher education institutions (HEIs), particularly as global student mobility has grown exponentially worldwide in the last several decades. Although the United States (U.S.) has welcomed the largest numbers of international students since the 1950s, ISE shrunk by 10% in the previous three years from an all-time high of 903,127 students in 2016/2017 (IIE, 2019). In 2012, Governor Kasich instituted a call-to-action, “Campus leaders throughout Ohio must work together to rethink how the state allocates its investment in our public higher educational facilities.” (Ohio Higher Education Capital Funding Commission, 2016). The intent of Governor Kasich was to drive more equitable outcomes and opportunities in higher education, including capital allocation (2016). Historically, state funding of higher education institutions has been allocated through enrollment, but there has been a recent trend towards a different model, performance funding. Performance funding is a model based on the attainment of designated metrics with the intent on improving student outcomes. This study expands on previous research regarding the adequacy of educational funding in order to reach a desired academic outcome. Specifically, this study examines Virginia policies of Standards of Quality and Standards of Accreditation to see if local fiscal effort above the minimum required by Virginia has an association to the desired minimum academic outcome of school accreditation.
The research in this study shows that when using a linear regression analysis or an ANCOVA there is no relationship between effort above Required Local Effort (RLE) and the percentage of students attending an accredited school. However, when looking at the non-linear …

One way of analyzing United States investment in human capital is through examination of the nation's high school graduation rates. High school graduation has an impact on society's growth and prosperity. This study examined states fiscal effort toward education and its impact on state high school graduation rate. Utilizing a qualitative design state fiscal effort and state high school graduation rate were examined over a 25 year period from 1986-2010. This study examined the relationship between student financial aid awarded, unmet financial need, and fall-to-spring student retention of students at a small, public, southeastern, U.S. community college. The research hypotheses drew upon past research on retention theory, employing economic persistence theory. This study focused on three areas: the amount of grant awarded per student, the amount of loan awarded per student, and the amount of unmet need per student. These variables were then used as the predictors for student retention.

The certification of financial aid administrators has been debated for over 37 years. A job satisfaction survey conducted by the National Association of Student Financial Aid Administrators (NASFAA, 2008a) revealed that college and university administrators' perceptions of the efficiency, effectiveness, and quality of the services provided by the financial aid office have a direct effect on the job satisfaction of financial aid practitioners. This study examined the philanthropic motivations of the donors of a mid-sized, multi-campus community college in Virginia as part of a plan to enhance relationships with donors and increase the amount of private funds raised. Dependence on dwindling, traditional and limited funding sources leaves community colleges vulnerable and constantly struggling to fund the ever-increasing needs of their internal and external stakeholders (Sheldon, 2003). School district budgeting decisions take on added significance in light of fulfilling the objectives of No Child Left Behind Act (NCLB). If NCLB's goal of 100% student proficiency by 2014 is to be realized, school districts, as part of their improvement plans, need to focus on how to ensure that appropriate resources are available to fund proven instructional strategies which produce results.
