The effective use of financial resources is critical for all educational institutions, especially those K-12 schools that rely on public funding for their main operating revenue. As public entities and state governments increasingly struggle to find the revenue necessary to operate prisons, fund Medicaid/Medicare, improve an aging infrastructure, support social welfare programs, and recover from the Great Recession, educational institutions are finding themselves directly competing with other public agencies for scarce resources. These factors resulted in 29 states reducing funding for public education (Evans, Schwab & Wagner, 2019; Leachman, Masterson, & Figueroa, 2017). In the face of fierce competition, educational …

School funding policies aim to equalize school quality between districts of varying income levels, however, vast inequalities persist in our education system. This thesis examines how and why education funding policy, despite its high potential to create meaningful reform, continues to be a weak lever to promote equitable change in the education system in Massachusetts. In 2015-16, the United states spent over $660 billion on its public education system in hopes of providing children with greater opportunities to excel academically and to improve their life trajectories. While public education dollars have risen at a relatively fast pace historically, future challenges, including underfunded pension liabilities, suggest policymakers should economize wherever possible. Meanwhile, the number of public charter schools has increased exponentially. from 1991 to 2018, charter school legislation passed in 44 states and the nation’s capital, and student enrollment in charters increased to around 3.2 million. This single case study examined the perceptions of William L. “Bill” Phillis, the Executive Director of the Ohio Coalition for Equity and Adequacy of School Funding, concerning an unconstitutional funding model, subsequent sociopolitical barriers, and their impact on students and school districts from underprivileged socioeconomic background within the context of the DeRolph v. This study explores the closing of Wellston School District as an act of contempt and oppression. This study looks at the history of the Wellston community and also examines many micro-aggressive acts of oppression. Also, examined and discussed will be the impact of economic disenfranchisement, demographic change, historical memory, and school funding and accountability. This study uncovered a counter-narrative that helps to usurp the prevailing master narrative and rhetoric surrounding the closing and subsequent merger of the Wellston School District with the Normandy School District.

School funding has been an area of contention in the courts of nearly every state. Many of these court cases have challenged the constitutionality of state funding formulas, arguing the funding system was inadequate or inequitable because poor urban or rural districts often faced a disadvantage in garnering tax dollars for education. Specific to Arkansas, in the 1983 decision Dupree v. Alma School District, the Arkansas Supreme Court declared the state’s funding system was not meeting its constitutional requirements.

This research analyzed the effect that the General State Aid (GSA) Property Tax Extension Limitation Law adjustment and Hold Harmless component had on equity in the Illinois General State Aid funding system. The equity criteria defined in the study was permissible variance, wealth neutrality, and conditional wealth neutrality. This study consisted of four simulations. First, baseline indices were calculated for the Illinois funding system for 2000 to 2011. Second, the Property Tax Extension Limitation Law adjustment (PTELL) was eliminated, the associated cost savings used to increase the GSA foundation level, and new equity indices were calculated. In Virginia, the availability of dual enrollment classes for high school students has varied, depending on the interest of the local school division and the community college's president in whose service region the school division is located. HB 1184, which passed in the 2012 session of the Virginia General Assembly, stipulates that the opportunity must be available for all high school students throughout the Commonwealth to be able to participate in dual enrollment and either receive a Uniform Certificate of General Instruction or an associate degree. The purpose of this study was to compare Alabama’s rural school districts with its city, suburban, and town districts. Descriptive statistics were used for this population study, with effect sizes calculated using Cohen’s d. Findings indicated Alabama’s rural school districts serve slightly less affluent student populations, with a lower percentage of minority students, than their counterparts. They are funded at slightly lower levels than their counterparts in other categories, yet spend approximately the same percentage of their budgets on administration and on instruction. University lab schools connected to teacher preparation programs are based on the clinical teaching model. The National Council for Accreditation of Teacher Education and the American Association of Colleges for Teacher Education encourage teacher preparation programs to extend the hours required in clinical settings for teacher candidates. For years, some teacher preparation programs have championed the clinical teaching model. The university that was the focus of this study has implemented the clinical teaching model for over 87 years. Most of the studies on student achievement gaps involve the Black-White achievement gap due to the availability of significant sample populations in order to draw scientific conclusions from the analysis of the student achievement data. However, there are few empirical quantitative studies that analyze a similar gap in achievement between the Native American student and their White cohort. Such studies have been limited due to a small and isolated Native American population in regions across the nation.
