A Language Barrier To Human Capital Development: The Case Of Guatemalan Students, Fidel Pérez Macal

Not being proficient in a school’s predominant language of instruction can represent a language barrier for students’ human capital development. In Guatemala, 24 languages are spoken apart from Spanish, which is the language of instruction in the majority of schools, and about 40 percent of the total population has a non-Spanish language as a mother tongue. National standardized tests show that non-Spanish mother tongue (non-SMT) students are outperformed by SMT students in elementary and secondary schools.

My thesis analyzes whether non-SMT students face a language barrier and traces its source. Two main findings emerge. First, non-SMT students are not yet …

Self-regulated learning (SRL) instruction develops essential competencies required in the classroom and the workplace (Johnson, 2002; Yan, 2017). SRL instruction helps learners develop the proficiency required for successful self-directed, life-long learning. Furthermore, SRL instruction produces the skills needed to plan, monitor, and achieve learning goals. However, SRL instructional techniques are difficult to implement in the classroom or workplace because educators must transfer learning responsibilities and outcomes to the learner. High school graduation has an impact on society's growth and prosperity. This study examined states fiscal effort toward education and its impact on state high school graduation rate. Examining the efficacy of literacy improvement, general education development (GED) completion, and GED completers’ perceptions of college readiness and social capital was the purpose of this study. The participant sample (n=321), derived from the target population (N=1050), consisted of former participants of Adult Literacy Education (ALE)/GED programs in the Greater New Orleans area (GNO), who have earned the GED credential, and, are currently enrolled in entry-level courses at two community colleges in Southeast Louisiana; specifically, in Orleans and St. Bernard parishes. In this study, I address the relationship between an often overlooked dimension of family structure--the spacing between children's births--and the degree of children's attainments such as Mathematics, Reading Cognition and Reading Comprehension. Comparing to the results of OLS estimation, 2SLS Estimation using Twin and Catholic as Instrument Variables shows less significant effects on children's attainments. Hausman Test shows that OLS estimators are not consistent with 2SLS estimators, which means there is endogenous problem in OLS estimation. Using Ordinary Least Squares (OLS) regression analysis, this study attempts to capture variation in dropout rates across Virginia counties and cities. With the respective dropout rates as the dependent variable, seven independent variables are used accordingly in order to provide as much explanatory power as possible. At the 10 percent significance level, four of seven variables are statistically significant with an adjusted R2 of .374. Important policy implications can be derived from the model and its statistically significant variables.
