The Remote Online Initiative: A Legislative Strategy For Rural Workforce Development In Utah, Amanda D. Ali, Paul A. Hill

The Remote Online Initiative (ROI) was a legislative response to growing unemployment and limited job opportunities in rural Utah. The ROI program seeks to reduce unemployment in rural Utah communities via remote job placements. Since 2018, the ROI program has expanded to include three flagship certificate courses – Certified Remote Work Professional (CRWP), Certified Remote Work Leader (CRWL), and Certified Tech Sales Professional (CTSP). To date, evaluation results show that 411 Utah graduates found remote jobs after completing the CRWP course, 55% of participants said their department created a remote work environment and hired, on average, 19 remote employees upon …

The What’s Up Down South economic summit is southern Utah’s largest business gathering. The event provides the business community with economic insights to assist them in making informed decisions. USU Extension evaluated the 27^th annual What's Up Down South economic summit. Results showed the event was an effective platform for disseminating information and advancing knowledge on economic and business topics. Participants felt the summit provided a valuable experience to the business community. These findings support the continuation of the summit's information dissemination activities in the future.

As a result, there is an increasing disparity in economic opportunities for residents in rural counties. Therefore, the aim of the Vibrant Communities program at Utah State University (USU) Extension is to strengthen communities across Utah through facilitated community-focused coalitions and partnerships, entrepreneurship education, and strategic initiatives to facilitate economic and social well-being.

Michigan State University Extension (MSUE)’s annual conference, Connecting Entrepreneurial Communities (CEC), has served as a catalyst for entrepreneurial ecosystems across Michigan since 2012. Designed by MSUE for small towns, CEC has gained national interest as evidenced by the adoption of this conference model by four other Extension services. This article outlines the unique conference design, details the partnership between Extension and host communities, and explores conference evaluation data validating the need to continue this programming. Lessons learned and successes to date are provided to ensure readers learn the value this unique conference format has in Extension entrepreneurship programming nationally.

This consultancy project was designed to assist Anson County, North Carolina with understanding the impacts of enacting countywide zoning and how to develop a zoning ordinance. While a vast majority of cities and counties in North Carolina have zoning throughout their jurisdiction, Anson County does not. This project revealed the economic impacts of countywide zoning by assessing both qualitative and quantitative data, including a review of the literature. The literature review concluded counties that enact zoning increase economic or job opportunities. As evidence, a Georgia study concluded the average employment for counties with a zoning ordinance was more than double …

The process of industrialization was accompanied by the switch from household production to firm production. The industrialization process was also a process of population growth, the appearance of general-purpose technologies, and the expansion of international trade. This paper studies the partition of production between households and firms in an analytically tractable general equilibrium model with a continuum of goods. We show that population growth, development of general-purpose technologies, and the opening of international trade increase the percentage of goods produced by firms. Cross-laminated timber (CLT) is an engineered wood product made of three or more orthogonally bonded layers of lumber that are glued together with structural adhesives to form a panel intended for roofs, floors, or walls.

Currently, there are no CLT manufacturers in the Northeastern U.S. despite the region having vast forestlands of commercial softwood timber. We argue that place-based college scholarships, if designed intentionally and leveraged effectively, can foster local economic development. Since the introduction of the Kalamazoo Promise in 2005, a growing number of communities have applied the place-based approach to investments in human capital through the creation of college scholarship programs. Reviewing the existing literature on educational and economic outcomes associated with Promise programs reveals that they can expand students’ postsecondary aspirations, improve a school district’s college-going culture, and increase college enrollment and degree attainment while promoting in-migration of residents and positive growth in housing prices.
