Program Evaluation In Doctoral-Level Counselor Education Preparation: Concerns And Recommendations, Christopher A. Sink, Gergory Lemich

Within the context of intentional collaboration between doctoral-level program evaluation and counselor educators, this article addresses the need for advanced training in program evaluation for preservice doctoral-level counselor education (CE) students. To determine the current level of evaluation training provided to doctoral students attending a nationally accredited CE program, 81 institutions and their program websites and accompanying materials were analyzed. Approximately 25% of these graduate programs appeared to provide a modest level of training. Global leadership has been a growing area of research as our world becomes interconnected. The National Association for College Employers (NACE) Career Readiness Competencies Work Group even added an eighth competency: global/intercultural fluency. Employers have also expressed a skill crisis regarding students graduating from college without the necessary global leadership skills. However, there are often not enough resources at institutions of higher education to add specific co-curricular programs around global leadership. At the same time many institutions have begun to use the Student Leadership Competencies (Seemiller, 2013) as learning outcomes for their co-curricular programs.

The applications of learning outcomes and competency frameworks have brought better clarity to engineering programs in many universities. Several frameworks have been proposed to integrate outcomes and competencies into course design, delivery and assessment. However, in many cases, competencies are course-specific and their overall impact on the curriculum design is unknown. Such impact analysis is important for analyzing, discovering gaps and improving the curriculum design. Unfortunately, manual analysis is a painstaking process due to large amounts of competencies across the curriculum.
