[Excerpt] A widespread phenomenon in developing countries has been the rapid growth of schools and institutions of higher learning resulting in a so-called ‘education explosion’. One possible explanation for the education explosion is that education is a profitable personal investment, as evidenced by high private rates of return. The high private returns are translated into demands on politicians for additional schooling spaces. To gain or maintain public favour, each politician uses his influence to try to increase the number of schools in his constituency. Producing more graduates in Science, Technology, Engineering, and Mathematics (STEM), as well as ensuring students complete college in a timely manner are both areas of national public policy interest. In order to improve these two outcomes, it is imperative to understand what factors lead undergraduate students to persist in, and ultimately graduate with STEM degrees. This paper uses data from the Beginning Postsecondary Students Longitudinal Study, provided by The National Center of Education Statistics, to model the time to baccalaureate degree among STEM majors using a Cox proportional hazard model.

For many students at urban commuter colleges, the process of financial aid is unknown or mysterious; and so they work—often many hours a week—to pay expenses that financial aid might have covered. Missteps, unforeseen events, and limited resources can have severe consequences for the academic progress of these students. The broader study, of which this paper is a part, represents an effort to explore and describe students’ college-going, working, family responsibilities, and academic success at three commuter institutions in a metropolitan region in the Midwest. During my 12 years at the NationalCenter for Collective Bargaining in Higher Education and the Professions, I observed with increasing frustration the inability of administration and faculty leaders—union and governance—to fully grasp, analyze, and find pathways out of public higher education’s current existential crisis.

My many years of observing leaders of public higher education lead me to the inescapable conclusion that together the leaders share a culture that shorts strategic planning, thinking, and boldness and instead favors ad-hoc, incremental acceptance of the ever-changing, slimmed-down state of affairs.
