Processes for assessing student learning are undergoing fundamental transformation.This presentation will consider three developments which can be expected to shape how student learning is assessed in the future. First is fundamental change in how assessment is conceptualised and approached, with a focus on monitoring learning. Second is growing interest in the assessment of a broader range of skills and attributes than those addressed in most current assessment efforts. This report was prepared by the Australian Council for Educational Research (ACER) to support the work of the Teacher Education Ministerial Advisory Group (TEMAG). ACER was requested to undertake evidence-based research and benchmarking of world’s best practice teacher education programs against Australia’s own programs, which included: (a) identifying best practice principles for the design, delivery and assessment of teacher education programs; and (b) articulating the features of teacher education programs that most effectively support successful transition to effective practice.

Reforming schools and improving student achievement levels are priorities for governments around the world. In Australia over the past decade, State, Territory and Commonwealth governments put considerable effort into improving the quality and equity of school education. These initiatives included the various National Partnership Programs.
The results of international surveys show that, despite reform efforts, there was little improvement in the performances of Australian students over the past decade. The period 2000 to 2012 saw a significant decline in the reading and mathematical literacy levels of Australian 15-year-olds as measured by PISA, and results from TIMSS confirmed a general lack …

It is more than twenty years since the current OP system was designed, and the broad features of the senior assessment system have been in place even longer. The primary focus of this review is on strategies for improving literacy and numeracy outcomes in the Northern Territory. Clearly, the role of school education is much broader than the development of students literacy and numeracy skills, but these are foundational skills on which almost all other school learning is based. Advances in our understanding of human learning require new approaches to assessing and monitoring student learning. Much assessment thinking has changed little over the past fifty years. The field continues to be dominated by twentieth century introductory textbook concepts, including such dichotomies as formative versus summative assessment, criterion-referenced versus norm-referenced testing, quantitative versus qualitative assessment, informal versus formal assessment – distinctions that often hamper rather than promote clear thinking about assessment. Success in most fields of endeavour depends on an ability to visualise success. It has long been known that elite athletes mentally rehearse each performance prior to its execution. Advances in neuroscience show why this may be so important: the neurological processes involved in visualising a performance are almost identical to those involved in the performance itself. Indeed, simply watching somebody else perform activates ‘mirror’ neurons in the observer paralleling neuronal activity in the performer. The ability to visualise success and an accompanying belief that success is possible appear to be prerequisites for most forms of human achievement.
