This study examines tracking policies in the German education system in three pivotal postwar time periods in order to learn more about the system of tracking in German schools and how it has evolved and changed over time. Past literature shows the progression of different phases of evaluation practice in nonprofit organizations. Pressure of outcome or impact evaluation started the beginning of the 21st century.
