This report presents the findings of an evaluation of School Centres for Teaching Excellence (SCTE) initiatives introduced by the Victorian Department of Education and Early Childhood Development (DEECD) during 2011. SCTEs are partnerships of universities and schools designed to establish leading practice in providing quality pre-service teacher education, continuing professional learning and research opportunities. The initiative was funded through the Smarter Schools National Partnership on Improving Teacher Quality.

This literature review identifies and evaluates evidence on the effectiveness of approaches to improving teacher quality in developing countries. It examines four categories of assistance for improving teacher quality: teacher development policies, pre-service education and training, in-service professional development, and school-based support. As far as possible, the review highlights practices that demonstrate effectiveness.

In Australia and other Western countries, there is growing recognition among governments, business and community groups that schools cannot deal with the complex demands of the twenty-first century on their own. There is an emerging body of evidence to show that school-community partnerships can make a positive difference to the outcomes of students in disadvantaged areas. There are still gaps in the evidence base however. More evidence of successful collaboration is needed and the impact these partnerships have on student outcomes. ACER recently led a delegation of representatives from Australian education systems and organisations on a study tour to Washington DC to observe the work of the National Board for Professional Teaching Standards (NBPTS).The aim of the visit was to find and share answers to questions on teacher quality in Australia such as:What do we mean when we talk about teacher quality? and how do we know it when we see it? In February 2003, the Victorian State Minister for Education and Training launched the ‘Standards and Professional Learning Project’ as the first major policy initiative of the new Institute. The brief of the project was: to develop professional teaching standards for full registration, and to support new teachers (who were mostly newly graduated teachers from tertiary teacher education programs) to move from provisional to full registration at the end of their first year of teaching. This involved designing and implementing evidence based assessment processes to show that the standards had been met. These assessments would provide guarantees of teacher quality to …

This research was conducted by the Australian Council for Educational Research (ACER) in 2005. The study was a result of the New Zealand Primary Teachers Collective Agreement 2004-2007 which specified that a workload study be complete to consider how the work of a teacher could be better structured, resourced and organised to support more effective classroom teaching. The purpose of the study was to gain an understanding of the nature and patterns of primary teachers' work. The research was commissioned by the New Zealand Ministry of Education.

The Middle Years Reform Program (MYRP) was conducted in all Victorian government secondary and P-12 schools over the period 2001-2003. The program was designed to provide these schools with financial support to employ additional classroom teaching capacity to develop and implement initiatives in the areas of literacy, attendance and the ‘thinking curriculum’ in Years 7-9. The Victorian Institute of Teaching implemented its new registration procedures for Provisionally Registered Teachers (PRTs) in 2004. A pilot version of these procedures was trialled in 2003, and evaluated by ACER (Kleinhenz and Ingvarson 2004). Background information about the development of the Standards and Professional Learning Project can be found in this report. As part of the process for full registration, PRTs were required to prepare a portfolio with three components: an analysis of teaching and learning, collegiate classroom activities and a list of and commentary on professional activities undertaken. If we are to continue to compete effectively in the global market, the quality of our education system needs be among the best in the world. Research has shown that improving the quality of teaching is the most effective way to achieve better educational outcomes for individual students. Excellent teaching is the key to increased student engagement and higher levels of achievement, regardless of student background.
