The purpose of this study is to determine what the state Departments of Education have done to carry out definite programs in character education in elementary and secondary schools. This problem is limited to special courses of study in character education issued by certain State Departments of Education. The purpose of this study is primarily to secure facts from which a comparison of the Standard and the Non-Standard one-room rural schools may be made in order to determine whether or not the expenditures of the Standard one-room rural school are greater than those of the Non-Standard one-room rural school, and whether or not the achievement of the pupils in the Standard one-room rural school is sufficiently greater than that of the pupils in the Non-Standard one-room rural school to pay to maintain the Standard one-room rural school on its present basis.
