In 2006 the Higher Education Authority (HEA) in Ireland released a call for proposals under its Strategic Innovation Fund (SIF). The OECD (2004) review of higher education in Ireland had made a compelling case for reform of third and fourth level education in Ireland. In the context of increasingly difficult economic circumstances the SIF became an important driver for investment and reform of higher education. As Dirk van Damme suggested (van Damme, 2009), the effects of the global financial crisis (GFC) have been manifold and complex and affected countries differently. Australia and Ireland have fared very differently in the GFC so choices will inevitably have been influenced by their relative capacity to spend on higher education. Since 1988 Australia has had a unitary, government-regulated but independent higher education system with block funding from a combination of government allocations and student contributions. In contrast, Ireland retains a government-regulated binary system dependent upon public investment and direct government control of staffing budgets. In recent years, both countries …

This publication is derived from the presentations and discussions at the Partnerships for Progress Conference on Higher Education Institutions (HEIs) and External Engagement organised by the Roadmap for Employment-Academic Partnership (REAP) project in Farmleigh House, 23 September 2010.
