This workbook was created under the Safe and Smart Savings project, a program to help vulnerable adolescent girls build assets, support networks, and savings. The program combined weekly group meetings facilitated by a female mentor, financial education, health and life skills education, and formal individual savings accounts. The workbook was adapted from “Young Women: Your Future Your Money,” published by Microfinance Opportunities, and is designed to help young girls learn how to save money and gain financial literacy. This version is meant for use by girls ages 15–19 in Uganda. There is an additional workbook designed for girls ages 10–14.

The program presented in this case study, the Association for the Struggle Against Violence Against Women (ALVF, from its name in French) in Cameroon, provides counseling, language and literacy training, economic support, and empowerment activities for girls who have fled (or been thrown out of) early or forced marriages to help them overcome their adversities. ALVF also seeks to bring about broader social change by highlighting in the public sphere—as well as among parents and husbands—the plight of girls who were married early and/or by force. As more girls from developing countries attend school into their teens, the importance of schooling experiences and school quality for adolescent sexual and reproductive health, as well as for girls’ successful transitions to adult roles, is clear. The Population Council’s research on schooling seeks to foster a deeper understanding of the patterns and trends in schooling for girls and more particularly the relationship between experiences in school, school quality, and various adolescent outcomes. More than 39 million children and youth who live in conflict-affected fragile states do not have access to education. With an increase in the average duration of refugee displacement from 9 years in the early 1990s to 17 years today, whole generations of children have little chance to recoup the potential educational investment lost during their years living in the midst of a humanitarian emergency. Education, particularly at the primary level, has long been regarded as an essential input of social and economic development. In addition to its role in increasing the cognitive abilities of students, schooling is recognized as a facilitator of labor force participation, female empowerment, improved health outcomes, and greater civic engagement. As one of the early pioneers in sub-Saharan Africa of free primary education, Malawi’s enrollment figures compare favorably with those of its neighbors in southern Africa. Over the past 15 years, girls’ education in the developing world has been a story of progress, as noted in Promoting Healthy, Safe, and Productive Transitions to Adulthood Brief No. 33. Interest from the development community has grown steadily in response to evidence documenting the benefits of girls’ schooling, and female education is now a major part of global development commitments. Education helps adolescent girls avoid long working hours and early pregnancies, and lowers risk of HIV/AIDS, and secondary education offers greater prospects of remunerative employment. This brief provides details about the Biruh Tesfa (“Bright Future”) program in Ethiopia established by the former Ethiopia Ministry of Youth and Sports (currently Ministry of Women, Children and Youth) with technical assistance from the Population Council. Biruh Tesfa aims to address the social isolation of adolescent girls by building their social capital and participation and giving them access to basic literacy, life skills, and HIV and reproductive health information. This evaluation of Biruh Tesfa shows early success and the program, which was initially pilot-tested in the low-income area of Mercato in Addis Ababa, was ultimately expanded to four urban …
