The UMass Boston Early Education CUSP is led by a multidisciplinary team that designed the simulator and uses it to produce current, relevant, accurate, and responsive estimates about the key impacts of proposed legislation to expand access to affordable, quality child care and early education. One of the simulator’s valuable features is that it can produce estimates for a range of policy parameters and provisions. The team will release additional briefs in the coming months to offer a more detailed look at the impacts outlined in this initial publication. In this report, we will provide a descriptive analysis of the main trends in educational achievement for Latinos in Massachusetts in the period 2010-2022. We highlight areas in which Latino students have made considerable progress since the publication of the 2010 Gastón report “The State of Latinos and Education in Massachusetts: 2010,” along with other areas in which progress has stalled and/or been reversed. The data presented cover only until 2020, before the full effects of the Covid-19 pandemic were felt. We end with recommendations for further development of a Latino Education agenda.

The purpose of this qualitative study was to describe urban public high school social studies teachers’ perceptions of social studies curriculum narrowing and its influence on their professional identity within the context of Massachusetts’ school accountability policies. This study gave nuance to larger quantitative studies by allowing policy and school leaders to hear directly from teachers who mediate the influence of accountability policies on students. It examined these questions: What were public school teachers’ understandings of the influence of testing pressure in their school? The Adult Literacy Resource Institute (part of UMass Boston since 1983, and 100% grant-funded) serves as the Greater Boston Regional Support Center for SABES, the state’s System for Adult Basic Education Support. We provide staff and program development services to adult basic education programs in the Boston area, especially the approximately 40 programs in the region (most located at community-based organizations) that are funded by the state’s Department of Elementary and Secondary Education and that offer ESOL, basic literacy and numeracy, high school equivalency preparation, and other classes (including family literacy, civics education, career pathways, and college transition).

Education reform has spawned efforts to test learning across the nation. This paper analyzes the determinants of Massachusetts’ school district test scores under the state’s high stakes testing program, MCAS. The study is the first to demonstrate direct links between improvements in MCAS scores and state aid to school districts. The authors estimate “value added” for each school district in the state. The list of schools with high value added produces real surprises — while some affluent districts do well, others rank at the very bottom. The National Assessment of Educational Progress (NAEP), a congressionally mandated program, can provide valuable data to educational policymakers in Massachusetts and other New England states about the status of their educational reform initiatives and their performance standards. The three purposes of this article are to describe NAEP and its goals and structure, to present some of the results of the 1992 Mathematics NAEP Assessment as an example of the utility of this national assessment program, and to highlight ways in which background data collected by NAEP can be helpful in interpreting assessment results and monitoring educational reform. This study looked at school improvement in the Framingham public schools from three perspectives. We were interested in finding out if the administration and school committee, local businesses with an interest in education, and agencies that provide training and technical assistance to schools have similar ideas regarding how the Framingham schools should improve. We conducted interviews with administrators and members of the school committee, local businesses and businesses involved in school/business partnerships, and six agencies that provide training and technical support to schools in the Greater Boston area. As cities undergo dramatic demographic changes, schools become important sites of conflict between the interests of established and emerging communities. This article presents a case study of Lowell, Massachusetts, where the second largest Irish community in the country resided during the 1850s, and which is now home to the second largest Cambodian community in the United States. Analysis of nineteenth-century Irish community dynamics, particularly in relation to issues of public education in Lowell, reveals the significance of religious institutions and middle-class entrepreneurs in the process of immigrant community development and highlights important relationships to ethnicity, electoral politics, and economic development. …

The Massachusetts State Constitutional Convention of 1917 marked a turning point in the development of higher education in the state. An amendment adopted at the convention put an end to a long tradition of direct state appropriations to support the development of private colleges and to proposals for cooperative efforts between various state agencies and private institutions. After that time, only state institutions would receive state support. This decision resulted from an attempt to resolve an intense debate over the use of public funding for sectarian and other private institutions, which reflected the intense religious and class conflict inherent in …

Social Investment In Massachusetts Public Higher Education: A Comparative Analysis, Clyde W. Barrow

State expenditures on public higher education are increasingly viewed as a social investment that is necessary to sustain economic growth in a postindustrial economy. However, an analysis of comparative data indicates that state support for such education was below national averages during the 1980s and, when compared to its major competitor states, Massachusetts ranks poorly in support for these institutions. This article concludes that unless state support is increased over the next decade, Massachusetts will risk losing its competitive economic position, while educational administrators will be forced to choose between access or quality in public higher education.

Political scientists have not devoted much attention to the politics of higher education. Their reluctance is hard to explain since the material for study is close at hand and the subject offers ample research opportunities. The search for a chancellor conducted by the Massachusetts Board of Regents in 1986 aroused considerable public attention and controversy. Public and private institutions of higher learning coexist throughout the United States in a pattern of diversity that is unknown in any other postindustrial society — and Massachusetts is a prime example of U.S. pluralism in education. The 1980s have witnessed a nationwide movement to upgrade public education, including reform efforts in the New England states. Massachusetts periodically has grappled with the challenge of improving its schools. During the 1960s, the Massachusetts legislature authorized a thorough examination of education in the state. This mandate was carried out by a blue-ribbon panel that came to be known popularly as the Willis-Harrington Commission. In 1965, the commission issued a 624-page final report that included findings and recommendations relating to many aspects of public education in the state.
