For the last two decades, federal legislation and Massachusetts’ state ABE policies have linked adult learners’ educational outcomes to performance systems and accountability requirements. These outcomes, represented as ‘goals’, reflect an emphasis on return-on-investment strategies and outcome-based accountability measures. Greatest emphasis is placed on that subset of adult learners’ goals that are easily measured, attainable, and that are associated with public outcomes. This dissertation, in contrast, seeks to understand the goal setting process from the perspective of learners and local ABE stakeholders. Using a novel, mixed-method approach, this dissertation presents ABE learners’ goal setting as a decision problem in order …

The Tasmanian Government is currently implementing significant reforms to improve students’ retention and attainment in Tasmania’s schools. There is a concern in the Tasmanian community however, that their students’ performances are among the lowest in the nation. Reasons nominated for these results include weak literacy and numeracy levels; low attendance rates; high anxiety around transitions between Year 10 and Year 11 by some students, especially among those living outside of the larger cities; students seeking alternative education options; and family, financial, health and carer based issues. Student loan debtors who spend their loans on non-educational expenses increase the likelihood of financial hardship once they begin repayment. Contributing to the financial struggles of student loan debtors is an overly-complicated student loan system which can entangle borrowers with unclear financial statements and a glut of federal loan repayment programs.

Sports-related concussions are a major public health concern affecting a significant number of collegiate student-athletes. Medical and public health research has addressed every aspect of concussion management processes including concussion education, medical diagnosis, recovery, and returning to sport and classroom. This research has led to several best-practices for concussion management. Since 2010, the NCAA has mandated that its member institutions maintain concussion management policies and procedures. However, the current recommendations, based primarily on medical research, have been found in quantitative studies of the behaviors and practices of athletic trainers, coaches, and student-athletes to be ineffective. Research supports the knowledge that there exist many models on and definitions of school readiness within early education. Additionally, research shows that utilizing developmentally appropriate practices (DAP) produces positive short and long term results for students; indicating the effectiveness and necessity for DAP in the classroom. The study sought to inform teachers via presentation on the subjects of school readiness and DAP; as well as gain insight on the barriers teachers face in utilizing their school readiness and DAP knowledge base in the classroom. This dissertation evaluated campus violence threat assessment policy and procedure implementation at the community college level of higher education. The importance of this topic was to provide a manageable and collaborative initiative for leadership at institutions of higher learning to identify, develop, implement, and evaluate a policy that can effectively prevent acts of campus-related violence. A mixed-methods study approach using a Likert-scale survey with supporting open-ended questions was used to guide the exploration. This case study examines the Pacific Islands Literacy and Numeracy Assessment (PILNA), which has developed as a regional model designed to enable the negotiation of a high degree of consensus among the participating countries. Commitment to a collaborative approach pervades all aspects of PILNA, from governance, operation and development through to data sharing, reporting and dissemination of results. Historically, P-12 schools and institutions of higher education have operated independently of each other, creating a gap that acts as a barrier between high school and postsecondary institutions. This gap is blamed for many societal issues including high college remediation rates, low college-going rates among minority groups, and low six-year college graduation rates. P-20 partnerships, agreements between P-12 schools and institutions of higher education with the purpose of improving the P-20 education system, have emerged as a way to address these problems.

Prelingual hearing loss greatly restricts a child’s language development, hindering his or her behavioral, cognitive and social functioning. Although technology such as hearing aids and cochlear implants are an option for providing access to sound, they fail to teach the child how to listen or attend, how to process language (whether visual or spoken), or how to produce language and communicate. Home visiting is widely recognized as a cost-effective intervention service delivery model. This report examines trends in racial and socioeconomic composition of public schools in the Little Rock area between 2008-09 and 2014-15. The Little Rock metropolitan area is characterized by a variety of schooling options for students and families, including multiple traditional public school districts, public charter schools, private schools, and homeschooling. We examine the demographics of each public sector in the area, and whether students who move are representative of the sector they choose to exit. While almost all states cut education funding following the Great Recession, and few have restored budgets back to pre-recession levels, there is little understanding among policy makers about how state funding cuts were distributed across districts.
When Texas cut K-12 education budgets by $4 billion in 2011, legislators reached a compromise over whether to cut funding evenly for all districts, or whether to protect high-need districts. This policy brief shows that despite state legislators’ efforts, the highest-poverty districts in Texas experienced a disproportionate share of the recessionary budget cuts. The primary research objective of this qualitative study is to determine if self-determination theory is applicable to the population of the recently incarcerated. If it is applicable, self-determination theory may be a new method of examining the educational motivations of prisoners and the recently incarcerated. Twelve subjects from the western region of Virginia were interviewed. Each had been in prison for more than six months within the past five years; each also held a general education diploma or equivalent. The edTPA (Teacher Performance Assessment) is a nationally distributed and scored standards-based teacher performance assessment being promoted throughout the country (AACTE, n.d.-a). This mixed methods study investigated the experiences of New York City teacher candidates and teacher educators with the elementary education edTPA portfolio. It was found that teacher candidates experienced various supports and challenges based on their personal demographics, school of education, and student teaching placements. Additionally, the edTPA affected participants' personal, professional, academic and student teaching experiences. Furthermore, the study revealed ways that implementation of the edTPA affected teacher educators and the teacher education curriculum.

The Higher Education Opportunity Act (HEOA) enacted in 2008 created exciting opportunities for students with intellectual disability (ID) to access federal financial aid, and authorized both new model demonstration programs and a National Coordinating Center (NCC). The NCC, administered by Think College at the Institute for Community Inclusion at the University of Massachusetts Boston, is charged with providing technical assistance, coordination, and evaluation of model demonstration programs. High school graduation rate has become an increasingly important measure of school performance over the past fifteen years. Graduation is an important event, as studies have shown that failing to graduate from high school is associated with several negative consequences including lower lifetime wages, poorer health, and an increased likelihood of incarceration. Three teacher educators trained in the 1960's reflect on how to ensure educational equity in high-needs schools of today. The article starts with a description of the education the writers want for all children, and outline the processes and practices needed to sustain it. This is followed by a discussion on how schools of education can equip teachers with the values, understandings, and strategies they will need to achieve these goals.
