Junior officer attrition has increased over the last two decades. The early departure of army officers leaves a dearth of middle- and senior-level leadership, creating risk for future military readiness. West Point leaders theorized that new officers’ poor person–job fit within their specific career fields contributed to attrition. West Point implemented a talent-based system to place new officers into branches that should offer a stronger person–job fit, hoping it would reduce officer attrition. The concept of trauma is controversial in literature. While one may be able to come up with ways to describe trauma in fiction, representing historical trauma is a hard task for writers. Some argue that trauma can not be described through those who did not experience it, while others claim that, provided some elements are added, one can represent trauma to the reader. This thesis focuses on twentieth-century historical traumas related to a nuclear catastrophe and explores the different literary and testimonial responses to the catastrophic man-made event of Hiroshima (1945). In response to mass school shootings and other violent acts committed on school grounds, some school systems have turned to introducing or expanding police presence on school campuses. However, police and school culture, expectations, and norms are not always compatible and are sometimes even at odds with each other. Excessive force by School Resource Officers (SROs); law-enforcement officers who work in the school setting, has prompted calls for police reform or complete SRO removal from school campuses. The usage status of The U.S. Department Veterans Affairs Work-Study Program is examined. Beneficiary numbers from the Global, Unites States, State, and Local/County perspective are reviewed. While of essential value, the program suffers from a lack of scholarly research and government oversight, and is further hindered by restrictive administrative rules lived first-hand. Research suggests that the program is operating outside of accountability to the taxpayer, presents as unnecessarily/overly-restrictive in accessibility, and is underutilized. The program appears to not be serving all veterans to full potential.

Due to its large OL student population, Penn State’s School of Public Affairs had (unintended) applicable crisis contingency protocols in place prior to the COVID-19 outbreak. With the support of our college’s Center for Teaching Excellence, many traditional F2F residential courses had already been set up on our learning management system (LMS), Canvas. As a result, many of our school’s traditional students and faculty had a handle on using Canvas and remote learning technology. In a golden era for comic based media, this paper uses the hypothetical emergence of superheroes to analyze the assumptions and predictions of three international relations theories: realism, liberalism, and constructivism. Comics consistently reflect the real world, paralleling events and concepts discussed in foreign affairs dialogues. The thought experiment, and the comic genre itself, provides a vehicle for thinking broadly about the political and social ramifications of successful or failed problem solving, state interaction, and scientific advances.

While there have been many studies investigating the benefits of social capital in homogeneous White communities, few have examined it in Black homogeneous communities. Also, there has been limited research on the influence of racism on social capital in African American communities. This paper is a first attempt to scope the possible content and learning processes that could be used in a holistic Learning for Disaster Resilience (LfDR) approach as a possible improvement to current disaster education, communications and engagement practices. The research found that LfDR should not only cover public safety aspects, but also learning about the community itself, including how to reduce its vulnerabilities and strengthen resilience.
