Still Just White-Framed: Continued Coloniality, Hispanic Serving Institutions, And Latin@/X Students, Ilda Guzman

Abstract

Throughout the Pacific Northwest there are a total of 12 Hispanic Serving Institutions (HSIs) with an average Latin@/x undergraduate full-time enrollment rate of 33.7 percent. In order to be designated as HSIs, institutions of higher education must have an enrollment rate of 25 percent or more students who identify as Latin@/x. HSIs became recognized in the late 1980s when a small number of higher education institutions enrolled a large number of Latin@/x students, yet did not have the resources to successfully educate the students (Excelencia, 2019). Background: Prior to the early 1990s, most counselor preparation programs did not have multicultural competencies. Therefore, a call was made for the use of multicultural competencies in counselor preparation programs. Yet, the popularization of multicultural competencies of this time in education had a Eurocentric bent, a kind of colorblindness

More recently, scholars confirmed that these Eurocentric multicultural competencies had become the primary template from which counselor preparation programs taught culturally responsive and relevant pedagogy. This case study examined how a specific Hispanic-Serving Institution (HSI) pursues an institutional equity agenda. Through interviews with sixteen full-time employees representing a two-year public institution of higher education in the Pacific Northwest, this study explored faculty and staff perceptions of the purpose of an HSI designation and the intentionality of serving Latina/o students. The literature review provides a historical context of Minority-Serving Institutions (MSIs) and the role MSIs serve in higher education. Themes identified through an in-depth thematic analysis include knowledge and awareness of HSIs, serving and supporting students, access and opportunities, and sense of community. Deficit-model pedagogies too often abound in our writing classrooms, in everything from punitive attendance policies to content selection and course design methodologies that inadvertently favor students whose bodies fit a white supremacist, ableist norm. I develop conceptions of fandom and consent-based pedagogical practices, and I argue that these can bring us closer to radical solace in our college writing classrooms, particularly when our classrooms are full of variously marginalized students. The purpose of this phenomenological, qualitative study was to explore the experiences of African American female leaders in higher education. More specifically, this study examined the experiences of these leaders who assume the role of presidents and vice presidents at Georgia technical colleges. The study contextualized the experiences of these leaders and illustrated how those experiences influence their leadership methods and the establishment of their leadership presence. The results of this study form a context for understanding the leadership methods of African American female leaders.

The purpose of this qualitative study is to explore the lived experiences of African American male faculty at community colleges in the Pacific Northwest. Regional data mirrors national statistics denoting the low number of faculty of color working at state-funded community colleges. The race/ethnic gap between secondary mathematics teachers and their students is widening as more students of color enroll in public schools. Community colleges serve local and diverse populations. Historical focus was on elementary education, but, nationally, community college students prepare for careers in secondary mathematics education. Despite Washington State’s strong community college network, few defined secondary mathematics teacher pathways exist. Washington State community colleges’ role in preparing secondary mathematics teachers of color is emerging but is not sufficient to overcome the secondary mathematics teacher shortage and race/ethnic gap.

The purpose of this qualitative case study is to explore challenges experienced and successful strategies employed by African American women currently serving as community college presidents. Studies show 35% of community college presidents are expected to retire by the year 2015 (Schultz, 2001), thus opening opportunities for aspiring African American women to secure a community college presidency.
