The University of Wisconsin-Milwaukee Employment and Training Institute conducted research studies from 1994-2014 on access of African Americans and Latinos to equal employment opportunities for the City of Milwaukee, NAACP, Private Industry Council of Milwaukee County (MAWIB/Employ Milwaukee), Milwaukee Public Schools, Helen Bader Foundation, and Greater Milwaukee Foundation. The analysis focused on labor market issues for African Americans, Hispanics and other non-Caucasian populations as critical to addressing housing integration and economic concerns in local communities. This technical assistance guide is designed as a resource for local governments and community agencies developing public service and transitional jobs programs to engage workers on layoff or unable to find employment during the current recessionary period. It draws upon successful work relief projects developed in Milwaukee County in prior decades along with job and skill descriptions developed for programs considered during the 1990s. Under contract with the Waukesha-Ozaukee-Washington (WOW) Workforce Development, Inc., the Employment and Training Institute conducted a targeted survey of welder job openings and anticipated needs among fabricated metal product manufacturing firms and other large manufacturing employers in the seven-county region of Southeast Wisconsin. Data on welders from U.S. Census 2000 were examined for the seven counties to profile the demographics of existing welders, including those presently unemployed and those nearing retirement age. The four technical colleges in the Southeast Wisconsin region provided information on the locations, course offerings, and enrollment capacity for welding associate degree, diploma and certificate programs. In 1985 the Employment and Training Institute surveyed the sixteen Vocational, Technical & Adult Education (VTAE) districts in the state to determine admissions requirements for each associate degree, diploma program, and certificate program operated by the VTAE districts throughout Wisconsin. The survey was part of a study for the Wisconsin Department of Public Instruction assessing the readiness of GED holders for postsecondary education.

This technical assistance guide is designed as a convenient resource manual for Private Industry Councils and Service Delivery Area staff in implementing the youth employment competencies requirements of the federal Job Training Partnership Act (JTPA). The curriculum and set of competency tests developed by ETI originally for juvenile offenders in the Wisconsin correctional facilities (and adopted by the Wisconsin Job Training Coordinating Council for the state JTPA system) are available for use at low or no cost. These and other recommended resources are based on the findings of the Adult Performance Level (APL) project of the University of Texas

These youth employment competencies materials were developed for the Wisconsin Department of Public Instruction by the Employment and Training Institute for juvenile offenders in the Wisconsin correctional facilities.
