This paper summarizes the Wisconsin research that led to educational policy changes for the GED (General Education Development) high school equivalency credential and tracks the attempted reform of the GED credential in the 1980s, development of alternative instructional programs in the 1990s, and subsequent reestablishment of the GED in the state’s high schools. The history sheds light on the role of the test publisher in promoting its product at the state level, the function of the GED in alleviating pressures imposed on local school districts by higher graduation requirements, and the competitive marketing advantages of a nationally-known GED credential over …

This history of the development and promotion of the GED credential examines how a multiple choice test came to be the primary vehicle for educating high school non-completers and why so few adult high school completion programs model the Carnegie unit high school. The history examines the origin of the “general education development” curriculum advocated by the American Council on Education and the evolution of the Iowa Tests of Educational Development, the first GED test. In 1984 the Employment and Training Institute embarked on a two-year study of the GED and its use in Wisconsin, at the request of State Superintendent Herbert J. Grover. The study explored the use of the GED credential by employers and post-secondary institutions in the state, the level of skills attained by GED holders, and the performance of GED holders in post-secondary education in the state. In 1985 the Employment and Training Institute surveyed the sixteen Vocational, Technical & Adult Education (VTAE) districts in the state to determine admissions requirements for each associate degree, diploma program, and certificate program operated by the VTAE districts throughout Wisconsin. The survey was part of a study for the Wisconsin Department of Public Instruction assessing the readiness of GED holders for postsecondary education.
