Education is a key component contributing to a country’s socioeconomic status. Accordingly, countries that seek better economic development focus on the quality of education. Egypt realized that and started a series of educational reforms, none of which delivered the desired objectives. Regrettably, this was clear in Egyptian students' poor performance on international tests in the years 2013/2014 and 2014/2015 (World Economic Forum 2013; 2014). Black female educators (BFE’s) are becoming an anomaly in public school education. This decline, which can be traced back to the period of desegregation, has persisted, as Black female educators comprise only 5% of the current teacher workforce; and this at a time when their presence is needed and critically important to the successful educational experiences and outcomes of all students, but particularly Black students. An examination of the issues of youth who are experiencing homelessness is crucial in supporting this vulnerable population. Public schools have a responsibility to assist these students in their academic, career, and social-emotional development. A Longitudinal Study Of Gifted Status And Academic Growth, Sarah Mckenzie, Josh B. Mcgee, Charlene A. Reid, Bich Tran

In this brief, we assess the relationship between being identified as gifted and academic growth among students who scored at or above the 95th percentile on state assessments in third grade. We follow five independent cohorts of these high-achieving students through eighth grade. Using regression analysis controlling for student and district characteristics, we find that students who received gifted services demonstrated statistically significantly greater academic growth on mathematics and literacy achievement across the time period examined than similarly high achieving peers that were not identified as gifted.

Early Access: Elementary School Outcomes For Arkansas Better Chance Pre-Kindergarten Participants, Sarah Mckenzie, Josh B. Mcgee, Emily Jordan, Charlene A. Reid

The Arkansas Better Chance (ABC) program has been providing low-income and at-risk Arkansas children with tuition-free pre-K since 1991. Enrollment in the state’s public pre-K programs has increased modestly over the last ten years. This brief reports the results of an analysis of the 3rd and 5th grade outcomes for students who attended ABC pre-K in the academic years of 2011-12 through 2014-15. We find that students who enroll in ABC programs in the year prior to starting Kindergarten outperform similar peers on math and reading state tests in 3rd grade, but these effects largely fadeout by 5th grade.

Students with limited English proficiency face a number of educational challenges, and there are dramatic achievement gaps between these students and their English proficient peers. This brief describes the 3rd, 4th, and 5th grade outcomes of English Language Learner (ELL) students who attend Arkansas Better Chance (ABC) pre-Kindergarten, a state-funded program that is free to income-eligible families. Results indicate that ABC has the potential to improve academic outcomes for ELL students in Arkansas.

Understanding the reasons for better‐than‐expected performance across Kentucky's 173 school districts, taking into account student outcomes, backgrounds, and school district characteristics. Building on the previous work with school districts and using school-level data, this paper discusses the estimated expected level of school-level performance using district-level fixed effects. From this broad range of student outcomes, family and community backgrounds, and school characteristics, we identify schools that have performed better than expected—which we refer to as “bright spots.”

The purpose of this research study was to investigate the moral and legal issues around physically restraining students in Massachusetts public schools. As Massachusetts law is written, the use of restraints on a student should be the last possible resort. However, this thesis used data on restraint use from the Massachusetts Department of Education and a survey of school administrators to gain a better understanding of the 38,994 student restraints that were used in 2016-2017 school year. In this personal account, the author recounts navigating a school uniform policy as a new teacher in a large public high school in Baltimore. He loosely situates this telling in the recent history of the public school uniform movement, of which Baltimore was central. Writing in an urgent present tense, the author details the many complexities posed by a rigid policy regulating students’ bodies. And Still They Rise is the first systematic analysis of alternative transfer schools in New York City – alternative educational spaces that keep their doors open to a range of students who seek an education despite past academic struggles. The report blends a qualitative and quantitative review of 842 students’ responses to a participatory survey that asked about goals, desires, obstacles, and what they found at transfer schools. Since 2013, the majority of students served by the public school system in the United States have been considered “low-income” by the federal government. The stressors associated with low socioeconomic status significantly increase risk for social, emotional and behavioral challenges at all age levels, but can be particularly damaging to adolescents coping with heightened stress levels related to the intense multi-dimensional changes that define this developmental period. Measuring The Black-White Dissimilarity Index In Williamsburg And James City County Public High Schools, Sylvia Greer

In 2007, the Williamsburg-James City County (WJCC) School Board chose to open a third high school and redistrict the attendance of their public high schools.

I used a measure of racial unevenness to assess what this decision did to racial segregation in the school district. Using the black-white dissimilarity index, I found that the high schools have had increasing racial segregation from 2000 to 2015, with a significant increase due to the new school.

As the WJCC school board, students, and families move forward, they should be careful to measure and address the levels of segregation in the district.

While research to date has examined the views of individuals with visual impairments toward integrated public-school physical education, little attention has been given to examining perspectives toward experiences at residential schools for those with visual impairments. By understanding the perspectives of those who attended physical education in both contexts, researchers can gain valuable information about particularities that can make experiences meaningful or challenging. This qualitative case study explored the perceptions of educators regarding the impact nonprofit sanctioned programs and services have on schools rated as failing, or academically unacceptable by the Louisiana Department of Education during the 2014-2015, 2015-2016, and 2016-2017 school years. The schools represented in this study are in an urban Louisiana community, serving grades K-8. Each of the schools represented in this study partnered with at least four nonprofit agencies that provide services in after school enrichment, community learning centers, fight diversion programs for students, mini grant programs for teachers, and sex respect/teenage pregnancy prevention for middle school campuses. Given the current challenges facing our democracy in the United States, the role of public schools in forming habits of democratic practice in our citizenry is as important today as ever. To explore this urgent topic, the author interviewed 13 leaders of 10 New York City public schools committed to educating for and with democracy. Six patterns of beliefs and practices emerged from the conversations, including commitments to intentionally developing informed, empathic, inclusive, inquiry-minded, confident, vocal, and involved citizens through parallel democratic structures for both adults and students. While the lesbian, gay, bisexual, transgender (LGBT) community has overcome great obstacles in its fight for equality, the newest challenge has become the poor mental health of the LGBT youth. In this study, the experiences of a recently graduated LGBT Boston Public Schools student were investigated through qualitative research methods. National Board Certification is a voluntary process that, according to the National Board for Professional Teaching Standards, certifies that they “have developed and demonstrated the advanced knowledge, skills, and practices required of an outstanding educator.” Currently, National Board Certified (NBC) teachers in an Arkansas public school receive an annual bonus of $5,000 for up to 10 years. In this brief, we examine NBC in Arkansas and Senate Bill 555, which proposes the modification and enhancement of NBC incentive bonuses for teachers receiving certification after January 2018.

This project analyzes the documentary Waiting for Superman in order to better understand the rhetoric surrounding public education in America. I perform a close textual analysis of the documentary and explore the rhetorical strategies the film uses to persuade its audience. Through my analysis I argue that Waiting for Superman employs rhetorical appeals of ethos, pathos, and logos to successfully characterize the public school system as a failing institution. This failure is largely blamed on teachers unions who are vilified throughout the film and shown to be preventing progressive reforms from passing.
