With the passage of the Education for all Handicapped Children Act (PL 94-142) in 1975, the United States Congress sought to provide educational opportunity to all children. In 1990, with added amendments, the law was renamed the Individuals with Disabilities Education Act (IDEA). Turnbull reported in 1993 that Congress had found approximately one-half of the nation's eight million children with disabilities were not receiving an appropriate education and about one million were receiving no education at all. Interestingly, warnings about the deterioration of America's schoolhouses have generated only limited public reaction. State legislators, governors, federal officials, and corporate executives — all of whom were exceedingly eager to react to earlier education reports such as A Nation at Risk- have been amazingly silent. Where are the legislative proposals to eradicate this problem? Where are the creative ideas from managers in private industry? Where are the calls for establishing a national commission to address this crisis? The most likely response to these questions is that the cost of solving the problem is simply too great. Compulsory education is a deep taproot in the history of our country and is at the heart of our educational system. Since Thomas Jefferson's presentation of the "Bill for the General Diffusion of Knowledge" in 1775, we have made compulsory education a central focus of our society.
Initially, Jefferson's proposal called for mandatory education for all children for three years. In the 1700s, a year of schooling was not the same as a year of schooling in the 19005. Jefferson's proposal required schooling in reading, writing, and ciphering so that an individual was capable of conducting daily business affairs.

In studies of the critical incidents that cause superintendent turnover (Grady and Bryant, 1991a; Grady and Bryant, 1991b; Grady and Bryant, 1991c), we became aware of the "early leaver" phenomenon in the profession. This phenomenon has caused us to question early leavers about their incentives for staying in or leaving the superintendency.
The discussion of when and if education will ever be a "true" profession is intertwined with the departure of individuals from the superintendency at the prime of their careers. How often do we learn of physicians who leave the medical profession at 45 or 50?

Efforts to prepare teachers to be leaders are often impeded by a number of barriers in society and schools. Obstacles in the workplace are largely products of organizational cultures and climates that place teachers in subordinate roles. The argument is made that consideration of these barriers must be incorporated into revisions of teacher education curricula.

The purpose of this field experience was to develop exemplary guidelines for the implementation of an early childhood program. A survey of 78 early childhood programs in Southern Illinois was conducted. Participants surveyed were asked to respond to questions relating to the early childhood staff, screening and assessment procedures, the policy manual, meeting the needs of each child, parental involvement and the program director. In addition, a review of current literature associated with early childhood programs was presented. The Social Climate Of Allied Health Educational Programs As Perceived By Program Directors, Bruce Joseph Brown

The study compared social climate perceptions of allied health educational (AHE) program directors in order to discover the potential for high performance in accredited allied health educational programs. The study sought similarities, differences, and relationships in workplace social climate perceptions of program directors grouped by selected demographic characteristics.
Directors from accredited AHE programs were surveyed using the unmodified Work Environment Scale (WES) instrument. Forty null hypotheses were tested using multiple means comparison and linear regression.
WES scores showed no significant differences when compared by levels of allied health specialty, tenure status, highest degree, public or private institutional governance, and number …

This study intended to determine 1) if, among administrators in higher education, commitment to the work role, commitment to the family role, and work-family role conflict varied by gender and other demographic variables, and 2) what combination of variables best explained level of work-family role conflict in this population.
A random sample, stratified by type of institution, was selected from the 4,679 department chairs in 196 public colleges and universities in the Southern Regional Education Board (SREB) member states. Staff development has been a central theme for the BANFES project over the past 5 years and training has indeed pervaded every aspect of the project in all its goals, tasks and accomplishments. Trained and confident Ministry of Education (MOE) personnel were considered critical to assure effective systems, procedures, curriculum and materials. It was expected that trained individuals would continue to improve Lesotho's education system.

This study examined the effectiveness of an educational service district's programs and services as perceived by various educator groups. The population of the study included certificated public school employees and school board members.
A sixty-two item survey instrument was used to obtain information from the study population. Of the 1507 survey instruments distributed, 769 instruments were returned for a response rate of 51%.
Four main research questions were posed: (a) Is Educational Service District 112 perceived as an effective educational component of the Southwest Washington public education system? (b) Are the programs and services provided by Educational Service District 112 …
