Variations In Dropout Rates Across Virginia, Joshua K. Bowser
Undergraduate Theses and Capstone Projects
Using Ordinary Least Squares (OLS) regression analysis, this study attempts to capture variation in dropout rates across Virginia counties and cities. With the respective dropout rates as the dependent variable, seven independent variables are used accordingly in order to provide as much explanatory power as possible. At the 10 percent significance level, four of seven variables are statistically significant with an adjusted R2 of .374. Important policy implications can be derived from the model and its statistically significant variables. Myths And Poor Policy Affecting The Future Of School Superintendents, Theodore J. Kowalski

Across the country, state policymakers are acting to weaken professional standards for school superintendents. Nine states no longer require a license for this position and among the remaining 41 states, over half (54%, including Ohio) have provisions for waivers or emergency certificates and 15 states (37%, including Ohio) sanction alternative preparation programs for licensure (Feistritzer, 2003). Sadly, this trend toward de-professionalizing the most influential position in public education is being fueled by myths and unless it is curtailed, it will seriously damage our public education system.

The Emergency Management Accreditation Program (EMAP) is a non profit organization developed to accredit government emergency management programs in the 56 U.S. states and territories. This accreditation model is based on the NFPA 1600 Standard on Disaster/Emergency Management and Business Continuity Programs. In 2003, the Federal Emergency Management Agency funded EMAP to conduct baseline assessments of each U.S. state and territory to assess their emergency management capabilities. Between January 2003 and December 2004, EMAP conducted baseline assessments of 35 U.S. state and territory emergency management programs. School levies and bond issues have dramatically increased across the country. State funding formulas that limit inflationary growth in revenue, more man- dates that require additional resources, and changes in tax laws all contribute to this growing phenomenon.
More and more, school boards are turning to their constituents for financial support through the levy process. School business officials and other education leaders are looking at a variety of approaches and techniques for increasing the likelihood of voters’ approving levies. The purpose of this study was to determine if principals perceive a relationship between six job-required abilities and ten designs of professional development. The Larry Survey: A Web-based Questionnaire was used to gather demographics of participating principals, designs of professional development in which principals participate and those in which they would participate if given a choice, and the value principals believe specific designs have for their use/knowledge of job-required abilities. The study’s population was West Virginia’s 720 principals; 470 principals participated in the study. A quantitative, nonexperimental, correlational research design was used. Education in Tajikistan today is acknowledged by the Ministry of Education of the Republic of Tajikistan and by international agencies as facing many challenges. Infrastructure and materials need replacement or repair; curriculum needs to be adapted to changing conditions; professional development for teachers is required, while means to retain experienced teachers and attract new ones need to be found. Education policy in Pakistan, as in other developing countries, faces the challenge of poor implementation. The article explores the history of education policy in Pakistan and describes the conventional accounts of policy failures. It particularly highlights the issues of unclear goals, political commitment, governance, centralisation, resources and foreign aid. Generally, it is assumed that overcoming these conventional challenges will result in better policy outcomes. Although this is partially true, Spillane, Reiser and Reimer (2002) direct our attention to the cognitive factors that play a critical role in policy implementation.
