During 1950-90, the nonmetro civilian labor force declined except during the 1970’s. In the 1970’s, nonmetro manufacturing increased substantially, and the baby boom generation entered the labor force. By contrast, the retail/wholesale labor force increased in every decade except for the 1980’s. Several factors could have contributed to the decline in the retail/wholesale labor force, including population decline and the effects of large retail establishments.

In American higher education, change is continuous but occurs most often at the margins, generally taking the form of piecemeal or isolated efforts and programs. Only rarely are change projects comprehensive in their scope and transformative in their effects. In this chapter we describe the context for comprehensive curricular change at Portland State University and offer a more general theoretical construct about institutional change in higher education. Model legislation seeks to facilitate uniformity of counselor licensure laws and promote accepted professional standards. The text of the model bill as endorsed by the 1994 American Counseling Association Governing Council is provided with commentary accompanying those sections in which significant changes have occurred. The article concludes with 15 specific suggestions based on experiences gained in the development and implementation of previous legislation for licensed professional counselors.

Much has been written concerning the need for schools to restructure. In scores of books and journals on school restructuring, suggestions have centered around such concepts as: decentralization, school-based management, and collaborative decision-making. Although these models have been utilized over a number of years, there is limited evidence relating to their effectiveness.

Almost no research studies have concluded that such restructuring models have impacted the academic lives of students. With the passage of the Education for all Handicapped Children Act (PL 94-142) in 1975, the United States Congress sought to provide educational opportunity to all children. In 1990, with added amendments, the law was renamed the Individuals with Disabilities Education Act (IDEA). Turnbull reported in 1993 that Congress had found approximately one-half of the nation's eight million children with disabilities were not receiving an appropriate education and about one million were receiving no education at all. Compulsory education is a deep taproot in the history of our country and is at the heart of our educational system. Since Thomas Jefferson's presentation of the "Bill for the General Diffusion of Knowledge" in 1775, we have made compulsory education a central focus of our society.

Initially, Jefferson's proposal called for mandatory education for all children for three years. In the 1700s, a year of schooling was not the same as a year of schooling in the 19005. Jefferson's proposal required schooling in reading, writing, and ciphering so that an individual was capable of conducting daily business affairs.

In studies of the critical incidents that cause superintendent turnover (Grady and Bryant, 1991a; Grady and Bryant, 1991b; Grady and Bryant, 1991c), we became aware of the "early leaver" phenomenon in the profession. This phenomenon has caused us to question early leavers about their incentives for staying in or leaving the superintendency.

The discussion of when and if education will ever be a "true" profession is intertwined with the departure of individuals from the superintendency at the prime of their careers. How often do we learn of physicians who leave the medical profession at 45 or 50?

The principles of behavior analysis and basic behavioral definitions were utilized by clinical pharmacy students within an interdisciplinary setting to recognize and reinforce the spontaneously occurring on-task desirable behaviors of an 8-year-old hyperactive, attention deficit disordered child. Data gathered by pharmacy students from a case study under supervision of their preceptors, a clinical pharmacist, and a special educator, facilitated the physician's decision to reduce the medication for the child as behavioral intervention was implemented at home and school. Findings indicated that while the subject was taking psychostimulant medication, often recommended for children with hyperactive behaviors, the drug alone did not …

Social theorists in earlier periods have looked at credentialing from the perspective of its service to the economic or social system as opposed to its “protection of the public interest.” Adam Smith regarded the long education and the performance tests that the guilds required as monopolistic constraints on production; Karl Marx saw the same guild system as controlled by the propertied classes and uselessly exclusionary; and Emile Durkheim, unlike both Smith and Marx, regarded the occupational group with its entrance requirements as central to the stability of modern society.
