This inquiry is part of a country-wide study conducted to explore What Works in Education in Pakistan, and Why? The Whole School Improvement Programme (WSIP) of Aga Khan University-Professional Development Center, North (AKU-PDCN) offered in Gilgit-Baltistan is one of the seven cases chosen based on its best practices in teacher professional development and school improvement in the mountainous and rural Gilgit-Baltistan of Pakistan. The Personal Values Of School Leaders In Pakistan: A Contextual Model Of Regulation And Influence, Sharifullah Baig

This paper illuminates the sources of personal values and their influence on the leadership practices of two school head teachers in the particular context of Pakistan. A comparative case study method has been followed within the qualitative research paradigm where semistructured interviews, observations, and document analyses were used as the main data collection tools. This study finds that the types of personal values and the motivational bases for the acquisition of such values are very much contextually-centered. This paper draws upon classroom-related findings from a set of impact case studies of whole school improvement in six primary schools that have been involved as “cooperating schools” in long-term school-university partnerships with the Aga Khan University Institute for Educational Development (IED), and it’s Professional Development Centre in East Africa (PDC-EA). This paper reports on a case investigated as a part of several case studies conducted under ANTRIEP (Asian Network of Research and Training Institute for Educational Planning) in seven different countries. (India, Pakistan, Malaysia, Sri Lanka, Philippines, Nepal and Bangladesh) to look into the management of successful schools. Three cases studies were conducted in three different school systems in Pakistan: public school, private school and AKES (Aga Khan Education Services) managed schools. The paper presents an account of the processes, outcomes and challenges associated with a follow-up study after the completion of a professional development programme in educational management for senior education officers from Sindh. Prior to induction to their jobs, the district education officers, principals of elementary colleges of education and higher secondary schools are not formally exposed to any new educational management and leadership practices. A considerable amount of research conducted in Europe and elsewhere except in Pakistan indicates that the in-service teacher education programmes facilitated in the implementation and institutionalization of change at school level geared towards the school improvement process (Dalin et.al, 1992). In the past, the in-service education programmes for teachers in Pakistan received little attention of the government since its focus was on the quantitative expansion rather than qualitative augmentation of education. The teachers who attended in-service education programmes found their experiences as a ‘luxury activity’.
