This report comes from the MERC Achieving Racial Equity in School Disciplinary Policies and Practices study. Launched in the spring of 2015, the purpose of this mixed- method study was to understand the factors related to disproportionate school discipline outcomes in MERC division schools. The study had two phases. Phase one (quantitative) used primary and secondary data to explore racial disparities in school discipline in the MERC region as well as discipline programs schools use to address them. Students with autism spectrum disorder (ASD) present challenges for principals supervising both general and special education teachers. Evidence-based practices designed to address the challenging behavior and academic needs of this population exists, but there are numerous contextual factors that affect the ability of principals to effectively assist their teachers in implementation. This study extends the limited, existing research on Sunnydale Public School’s (SPS’s) SOAR program. For clarity, SOAR is a talent development (TD) program that aims to not only enhance students’ reasoning and problem-solving abilities but also to remedy the racial/ethnic disproportionality of SPS's gifted and talented program. More specifically, I used interpretive, qualitative methods for this investigation to understand participants’ perceptions of SOAR, in hopes of adding to the talent development knowledge base and informing SOAR policy and practice. Nongovernmental actors have long been involved in the funding of U.S. K-12 public schools. With recent cuts to state funding to public education, however, groups called school-supporting nonprofits (Nelson & Gazley, 2014) have taken on a much larger role in school funding. Nonacademic, volunteer, parent-led groups such as parent teacher associations (PTAs), parent teacher organizations (PTOs), and booster clubs, especially, have grown in number and in amount of revenues raised, and are funding core school needs and functions. As a part of the Achieving Racial Equity in School Disciplinary Policies and Practices study from the Metropolitan Educational Research Consortium, this literature brief offers an overview of school discipline interventions in K12 public education. This includes more punitive models that have been used in the past that have contributed to racial disparities in discipline outcomes, including corporal punishment and zero-tolerance policies. Even though America has seen an increase in the level of acceptance for people who identify as LGBTQ and/or gender non-conforming, certain aspects within society continue to hinder their rights, especially within public education. This critical policy analysis uses critical race theory to provide a counter narrative to the P-16 initiative in Texas known as Closing the Gaps 2015. Findings indicate that while these reforms aim to increase educational access and achievement for people of color, they fall short of addressing systemic inequities such as enduring segregation and unconstitutional school finance policy. Using Texas as a case study illumines the ways the growing number of P-16 councils throughout the US might adapt and improve policy development and implementation to more adequately address educational inequities across racial, ethnic, and linguistic groups. The purpose of this study was to determine the relationship between prekindergarten classroom quality indicators and student achievement at the prekindergarten level. Pre-existing data on prekindergarten classroom quality measures and student achievement was utilized. Quality indicators were assessed using the Classroom Assessment Scoring System (CLASS) (Pianta, La Paro, & Hamre, 2008) and student achievement was measured by the end of year results on the Phonological Awareness Literacy Screening (PALS) (Invernizzi, Meier, Swank, & Juel, 2004) and the Bracken School Readiness Assessment end of year results (Bracken, 2007).

This study is a qualitative meta-evaluation of the early field experience (EFE) program at a small, private, undergraduate teacher preparation program in Virginia focusing on the perceptions of preservice teachers, cooperating teachers and course instructors about the EFE evaluation objectives, evaluation experience, and resulting data usage. The EFE evaluation protocol at the study site is explored using a participatory-oriented evaluation model that solicited the perceptions of stakeholders. Earning a college degree correlates with achieving financial security. Thus, improving an individual’s access to college is a key tactic used to mitigate poverty and foster intergenerational mobility. Despite the recognized value of higher education, earning a degree remains unattainable for many because of financial constraints. However, research definitively demonstrates that financial aid overcomes that obstacle. It also reveals that some program designs are more effective than others. The Kalamazoo Promise is a place-based scholarship program that offers four-year, full-tuition scholarships to residents who graduate from a Kalamazoo public high school. This study utilized a mixed methods design. The study was carried out in two phases. In the first phase of the study, a secondary data analysis of data were collected from a sample (n = 390) of middle and high school students who participated in a truancy pilot program launched during the 2012-2013 school year with follow-up services provided through June 2014. The sample was divided into two groups (treatment and control). This explanatory mixed-methods policy analysis describes how school counselors' thoughts and attitudes contribute to the implementation fidelity of the Academic and Career Plan (ACP) policy in a suburban Virginia school division. A quantitative survey investigated counselor thoughts about the policy, implementation behaviors, and counselor ideas about equity issues related to providing college and career planning services to at risk students. Counselor interviews were conducted to provide deeper insight about the street level implementation practices and beliefs of counselors. Over the past half century, law and policy have helped cement tremendous inequities into the structure of our cities. District boundary lines separating multiple, unequal school systems within a single metropolitan (metro) area play a central role in structuring racial and economic isolation. Using data from the National Center for Education Statistics, this study explores how patterns of school segregation are linked to desegregation policy and district boundary arrangements in four southern metro areas. Findings indicate that while city-suburban mergers create far more potential for meaningful school desegregation within a school system, simply eliminating district boundaries is not enough. The racial composition of the school workforce is the product of a complex interaction of social forces. School constituencies such as parents, students, and teachers impact new leader preferences. Their ideas influence decisions regarding who fits into school administration and who doesn't (Williams & Loeb, 2012). These "fit" preferences can shape school district ethos, which then influences access to social networks (Tooms, 2010). Cyberbullying has become an issue of concern during the past decade for schools, parents, students, and communities. Media attention to extreme instances of cyberbullying has resulted in misinformation. Myths abound about cyberbullying and accurate information can be hard to find. This study attempts to shed light on this controversial issue. Using the National Crime Victimization Survey: Student Crime Supplement, 2009, this research focuses on the cyberbullying victimization of Black students and White students in specific conditions. These include racial and gender differences, grades, attendance, school environment, and student perception of teacher attitudes towards them.

This study investigated the knowledge level of secondary building-level administrators and secondary teachers regarding adolescent suicidal risk factors and warning signs. Additionally, this study contributed a social mediation component, to explore whether educators believe that they have the potential to be change agents for youth in their school communities. Three hundred forty-three participants (318 teachers, 18 assistant principals and 7 principals) from the middle and high schools in a local public school district in the Mid-Atlantic Region of the United States completed a survey pertaining to information on adolescent suicide. The qualitative approach used in this study captured and described ethical conflict experienced by a sample of practicing educational leaders. Narrative inquiry data were collected from 42 former and current doctoral students and additional data were captured through follow-up interviews with selected participants. The major findings of the study suggest that ethical conflict is inherent in the practice of educational leadership. Such conflict is most often experienced in relation to colleagues when the ethics of justice and care collide. The rapid growth in online learning opportunities and online courses in K-12 education is well documented in the literature. Studies conducted by various researchers that have focused on the K-12 population of online learners demonstrate that certain online learner characteristics and online learning environment characteristics may impact the likelihood of students passing or failing online courses.
