4. Assessing The Quality Of Teacher Assessment Tests, William A. Mehrens
4. Assessing The Quality Of Teacher Assessment Tests, William A. Mehrens
Assessment of Teaching: Purposes, Practices, and Implications for the Profession
This chapter discusses some of the types of evidences that are appropriate for assessing the quality of teacher-licensure tests. Licensure tests are used to make dichotomous decisions, so reliability estimates of the consistency of decisions are needed. Because the inference of interest has to do with the minimum competency necessary to prevent harm from coming to the clients, it is argued that content validity is the type of validity evidence most appropriate for licensure tests. However, evidences for criterion-related validity, construct validity and "curricular validity" are also discussed. The issue of whether the cut score on a licensure test should …

Assessment of Teaching: Purposes, Practices, and Implications for the Profession
In a recent update on teacher testing practices across the United States, Rudner (1988) reported that 44 states have developed teacher-certification-testing programs, with 26 states currently testing prospective teachers as a certification requirement and another 18 states scheduled to implement such programs in the near future. It is obvious that teacher testing has become a very extended endeavor- It has also stimulated extended debate.
It was in acknowledgment of the importance of this extended teacher testing and associated debate that the Advisory Committee of the Buros Institute of Mental Measurements decided to devote its 1987 annual symposium to the topic …

Assessment of Teaching: Purposes, Practices, and Implications for the Profession
The Buros-Nebraska annual Symposia on Measurement and Testing are aimed at providing a forum for discussing important issues in the field of measurement and testing. The topic for the 1987 Symposium was "Assessment of Teaching: Purposes, Practices, and Implications for the Profession." This topic was selected because of the current interest in developing, designing, and implementing accountability programs for teaching that are present in many states and education programs. The complex nature of teaching, combined with the unique measurement issues for assessing outcomes in the teaching context, provided the basis for identifying the topic of teacher assessment for the 1987 …

Student Support: A K-6 At-Risk Program Model, Patricia Arthaud
All Graduate Projects
The purpose of this study was to identify priority components and measurement standards of an effective K-6 At-Risk Program, then develop a resource guide for At-Risk program managers. A survey was sent to the Washington school districts with at-risk programs in place, as identified by the "Student Retention and Retrieval Program" handbook issued by the Office of the Superintendent of Public Instruction. The survey was successful in helping identify the most effective program components: individual and small group counseling, classroom presentations with published materials, parent education, attendance monitoring, and peer/adult tutors. Evaluation standards vary according to program components and generally …

The Effects Of Computer Assisted Esl Instruction On Limited English Proficient Students, Raul M. Sanchez
All Graduate Projects
A study was conducted to determine whether computer assisted instruction or the traditional ESL teaching method was more effective in teaching Limited English Proficient (LEP) students, English language proficiency. Twenty-two second grade subjects were separated into two groups at one elementary school in Yakima, Washington. The experimental group received computer assisted ESL instruction, while the control group was instructed with the traditional ESL teaching method. Analysis of the results supported the research hypotheses for one of the three dependent variables. The null hypothesis could not be rejected for a second variable, while for a third variable, a significant difference was …
Easing Into The Whole Language Approach, Katrina Lynn Qualls
Easing Into The Whole Language Approach, Katrina Lynn Qualls
All Graduate Projects
Literature about the basal reader approach and the whole language approach to teach reading was reviewed. The reviewed literature for this project supports using the best of both teaching methods with the goal being to teach more whole language-like. This could be done by starting with the basal series required by the school district and then easing into a more whole language approach as the individual teacher feels comfortable with it. The goal of the teacher should be to make language learning whole, purposeful, and meaningful. Activities based on these assertions about language were compiled.
Implementing Curriculum Based Assessment: A Model To Identify Children Who Are Academically At Risk, Dan L. Tharp
Implementing Curriculum Based Assessment: A Model To Identify Children Who Are Academically At Risk, Dan L. Tharp
All Graduate Projects
The purpose of the project was to develop a curriculum based assessment model using Custer Elementary School's prescribed curriculum that would identify academically at-risk students and provide intervention services. A curriculum based assessment model was developed based upon the major assumptions that measurement of pupil progress should: (1) be directly related to the curriculum the student is taught; (2) be repeated frequently; and (3) guide instructional planning for the student. A review of the related literature indicated curriculum based assessment offers an alternative approach for continuously measuring student achievement of proficiency in basic school skills. Implications for the implementation of …

A Handbook For High School Activities Coordinators, Douglas W. Helgeson
All Graduate Projects
A handbook for activities coordinators in AAA-size high schools was developed. The result of the study indicated that management of student activities was moving to the supervision of an assistant principal, and that a representative document for implementation and organization of student activities was needed. Further, the study demonstrated that a handbook for advisors and for students needed to be developed to complete the organizational loop.
Data were collected from all AAA-size high schools. Representative common job responsibilities for a half-time activities coordinator were provided. Recommendations from the conclusions were discussed.

Job Sharing Among Elementary School Teachers, Denise Ione Walsh
All Graduate Projects
The practice of job sharing, in which two teachers share the responsibilities of one teacher, is described. A comprehensive review of related literature is presented. Perceptions of those directly affected by the practice in one school district were gathered through 70 structured interviews with elementary principals, job sharing teachers, full-time teacher colleagues, students in job sharing classrooms, and parents. The study reveals predominantly positive reactions to the practice, and supports continuation of job sharing as an employment option for teachers.

Teaching Accounting Concepts Versus Applications: An Analysis Of Student Attitudes, Marshall A. Geiger
Teaching Accounting Concepts Versus Applications: An Analysis Of Student Attitudes, Marshall A. Geiger
Accounting Faculty Publications
Accounting faculty have long debated the usefulness and appropriateness of their teaching endeavor. One of the central themes in this continuing discussion is that of teaching concepts versus teaching applications of current accounting principles. In order to empirically address this issue, students' attitudes toward the conceptual aspects and toward the practical application aspects of financial accounting were assessed. This research also reports on the development and validation of an instrument that measures attitudes of students toward these aspects of financial accounting. The instrument demonstrated high reliability with both intermediate and introductory students. Intermediate students were found to distinguish between attitudes …

Factors Associated With Student Success In A University Tutorial Program: Does High School Gpa, Act Scores Or Time Spent With A Tutor Make A Difference, Lea Lynnette Roseberry
Dissertations and Theses @ UNI
This thesis attempts to detect differences between those students who receive tutoring and gained passing grades and those who received tutoring and gained failing grades. Differences are detected by investigating three different independent variables; high school grade point average, American College Test (ACT) scores and time spent with a tutor. The subjects were University of Northern Iowa students who had received tutorial services from Student Support Services from the years 1985 to 1989. The research questions were as follows. 1. Did the students who produced passing grades differ from those who did not on their high school grade point averages …

Assessment and Reporting
The 1989 Basic Skills Testing Program in New South Wales provides the most comprehensive picture yet compiled of literacy and numeracy learning in Australian primary schools. In 1989, some 53,800 Year 6 students in NSW government schools were tested in five aspects of literacy and numeracy. Another 2,300 Year 3 students took part in a pilot study. This book discusses the writing of the tests, the analysis of results, and the reporting of results to parents, teachers and schools. The aim of the basic skills tests is to describe, in positive terms, the skills that students have mastered, to identify …
