Test fairness becomes an aspect that needs to be considered when developing a test instrument. It is highly recommended that the instrument should not be biased for the test takers by ensuring that they do not behave differently among male and female test-takers. This study aims to examine the extent to which the items in an English proficiency test function differently across gender. This study aims to evaluate (1) the implementation and (2) the result of the implementation of civil servant teacher's restructuring and equalizing policy at vocational high schools in Yogyakarta City. This research was a policy evaluation using the discrepancy evaluation model by identifying the gap between performance and standard. The data was collected through interviews and documentation from several informants, including the Office of Secondary Education staff, vice principals of curriculum, and some civil servant teachers. In thematic analysis, themes construction can be performed manually by the researcher or automatically by a computer. Both methods have strengths and weaknesses. This study was to determine the correlation between translation, interpretation, and extrapolation abilities on the learning achievement of elementary school students in science subjects. The research method was descriptive quantitative. This study aims to (1) identify the content validity of observations of students' social attitudes, (2) identify the construct validity of the observation instruments of students 'social attitudes, and (3) identify the reliability of observations of students' social attitudes. This evaluation research used a discrepancy evaluation model.
