1998 - Schools in Australia: 1973-1998 The 25 years since the Karmel Report

The conference was organised by the Australian Council for Educational Research to honour Professor Peter Karmel in his concluding year as Chair of the ACER Council and Board of Directors. The Commonwealth Government became involved with school education in Australia in a new and major way with the establishment of the Australian Schools Commission in 1973. Professor Karmel was Chair of the Interim Committee for the Australian Schools Commission which presented its influential report, Schools in Australia, in 1973. This conference examines developments in schooling in Australia since then.

This report was commissioned by the Task Force on School to Work Transition for Indigenous Australians in the Department of Employment, Education, Training and Youth Affairs. The Task Force was established to examine issues of access to Departmental programs and services for young Indigenous people moving from school to work and to consider ways in which programs and polices could be enhanced to assist clients in overcoming barriers to education and employment. Executive Summary: Departmental/college advising is coming to occupy one of the several spotlights directed by feedback from students and by higher education accountability. For several years, alumni have been particularly critical of departmental advising. This year, advising has been put forward as one accountability measure and as one means to enhance performance on several others. To contextualize discussions of departmental advising and to provide a first round of input from departments, the chairs or advisors of thirty departments/colleges described their advising practices and gave their input regarding future directions for advising, during Fall, 1997. The purpose of this study was to identify the factors that seemed to influence student self-assessment in a language arts classroom where portfolios are used as a vehicle to align teaching, learning, and assessment. This was a qualitative study using naturalistic inquiry as a means to identify and explicate those factors. Data were gathered on individual students and the classroom by observation, which took the form of anecdotal records, surveys, portfolio work samples, conferences, and a personal reflective journal. Rejecting the artificial dichotomy between qualitative and quantitative research strategies in the social and behavioral sciences, the authors argue that the two approaches are neither mutually exclusive nor interchangeable; rather, the actual relationship between the two paradigms is one of isolated events on a continuum of scientific inquiry.

Examines the civic and political attitudes of young Australians. The study uses as its basis a study by the internationally recognised American researcher Caroline Hahn, who spent ten years investigating the political attitudes of students in the United States, England, Denmark, Germany and the Netherlands. The author examines students' attitudes on classroom climate, political experience and interest, political trust, efficacy and confidence as well as equal political rights for women, free expression and civic rights. This study was designed to investigate how Year Two children use drawing and writing together to produce a narrative. The participants in this study were one class from a metropolitan, co-educational, independent school. A qualitative descriptive case study approach was selected for this investigation. The researcher collected data by conducting four sessions in which the participants were given the opportunity to write and draw together to produce a narrative. The narrative written and drawn documents were then organised into categories. Each of these categories indicated the common relationships between drawing and writing evident in the children's work. The purpose of this paper is to examine grade retention. It looks at the advantages, disadvantages, and the alternatives to retention. This paper discusses factors that increases a child's chance of being retained. Aspects in education that have affected retention are also discussed. In addition, this paper looks at teachers' beliefs and why they hold these beliefs concerning_retention. Finally, the last chapter summarizes this study and draws conclusions from the literature and suggests recommendations for further study.

"The primary impetus to new school construction, of course, typically involves relieving overcrowding or replacing outdated or dangerous facilities. Bradley (1996), however, in a study about the role of architecture in education, notes that the physical structure of a school has the potential to be a vehicle for change. This paper is premised on the assumption that civic responsibility is the contemporary version of higher education's historical outreach mission. With that as an understanding, it considers how best colleges and universities can fulfill this commitment of service to external communities, broadly defined to include local, national, and international concerns. The paper offers typologies of ways that institutions structure academic outreach, responsive curricula, land-grant and extension school programs, faculty professional service, coordinating student volunteerism and encouraging public access to campus for athletic or cultural events. This study explored the development of children's thinking when social constructivist principles of learning were implemented through technological experiences. The study monitored the development of children's understanding of “design" through project work, using classroom based action research. In addition to investigating children's understandings, the study explored the use of technology in early childhood curriculum to develop the skills said to be required in the next millennium. The study found that five year old children are capable of "designing" and that technology is an effective vehicle for developing socially, contextually and culturally appropriate learning experiences.

The degree of validity of various teacher evaluation systems in the Church Educational System (CES) of the Church of Jesus Christ of Latter-day Saints has been questioned. Despite several administrative and scholarly attempts, there has been an absence of an accepted set of dimensions for such measurement. In an effort to specify the desirable attributes and practices of religious educators, CES administrators have defined six CES values and seven principles of edification. Autocrine Hepatocyte Growth Factor Provides A Local Mechanism For Promoting Axonal Growth, X. Yang, J. Toma, S. Bamji, Daniel Belliveau, J. Kohn, M. Park, F. Miller

In this report, we describe a novel local mechanism necessary for optimal axonal growth that involves hepatocyte growth factor (HGF). Sympathetic neurons of the superior cervical ganglion coexpress bioactive HGF and its receptor, the Met tyrosine kinase, both in vivo and in vitro. Exogenous HGF selectively promotes the growth but not survival of cultured sympathetic neurons; the magnitude of this growth effect is similar to that observed with exogenous NGF. Conversely, HGF antibodies that inhibit endogenous HGF decrease sympathetic neuron growth but have no effect on survival. This autocrine HGF is required locally by sympathetic axons for optimal growth, as …

Users of English in Asia may not have the same need to aspire to a ' standard' form of English. It may be more appropriate for them to develop a communicative competence employing the sociolinguistic and cultural norms of the region. Taking such an approach in the development of tests of English proficiency involves rethinking basic assumptions. This chapter focuses on one of the elements that has been brought to centre stage by restructuring processes, assessment. It discusses the breadth of evidence used by modern primary teachers to establish the extent to which student learning has occurred, including observations, portfolios, projects, and paper and pen testing. It argues that for assessment to inform teachers about student learning proper interpretation of the data must occur, which includes reference to other pupils' performances, whether or not specific criteria have been achieved or how this piece of work measures up to other work that the student has done.
